5. Dismiss the filing personnel. Refers to the dismissed and registered personnel who meet the conditions for unemployment registration before establishing an entrepreneurial entity with household registration in this city.
6. The employer in this city has continuously participated in urban employee social insurance for 6 months or more and filed for termination of employment with the original unit within 6 months after establishing the entrepreneurial entity, and transferred the employment and social security relationship to the application Subsidizing personnel of entrepreneurial entities. (2) Subsidy conditions
1. On and after October 1, 2013, eligible entrepreneurs shall register individual industrial and commercial households, small and micro enterprises, and private non-profit enterprises within the Qingdao administrative area. Entrepreneurial entities such as business units, social groups, and offices must obtain valid qualifications such as business licenses. If you start a business by changing the legal representative or person in charge, the time of the latest change of valid qualifications such as business license shall be used as the time of establishing the entrepreneurial entity. Entrepreneurs who are college students who have taken a leave of absence from a regular university to start a business must also go through the formalities for taking a leave of absence.
2. When applying for a one-time entrepreneurial subsidy, the entrepreneur should register for employment and pay urban employee social insurance for 6 months or more (the supplementary payment of social insurance premiums shall not exceed 3 months, the same below). Among them, entrepreneurs who establish small and micro enterprises, private non-enterprise units, social groups, offices, individual industrial and commercial households with employees and other entrepreneurial entities must pay urban employee social insurance in accordance with regulations at the entrepreneurial entity (including its unincorporated branches) 6 months or more; individual business entrepreneurs without employees must establish an entrepreneurial entity and pay urban employee social insurance as a flexible employee in our city for 6 months or more. College students who apply for a one-time entrepreneurial subsidy from ordinary colleges and universities who take a leave of absence to start a business do not need to register for employment or pay social insurance, but they must obtain valid qualifications such as a business license for 6 months or more.
3. Persons applying for one-time entrepreneurial subsidies must be the legal representative of the entrepreneurial entity or the person in charge of the individual industrial and commercial household. For entrepreneurs who established entrepreneurial entities between October 1, 2013 and April 30, 2020, if they meet the above conditions, they should submit a one-time entrepreneurial subsidy application within 3 years from the date of implementation of this notice. Overdue applications will no longer be accepted; For entrepreneurs who establish entrepreneurial entities on or after May 1, 2020, and meet the above conditions, they should submit a one-time entrepreneurial subsidy application within 3 years from the date of establishment of the entrepreneurial entity. (3) Subsidy standards
The one-time entrepreneurial subsidy standard is 10,000 yuan. Among them, for entrepreneurs who establish small and micro enterprises, the subsidy standard is increased to 12,000 yuan; for small and micro enterprises that employ 3 or more people (excluding the entrepreneur himself) and have paid social insurance for 6 months or more as required, the subsidy The standard was raised to 30,000 yuan.

(5) Application procedures
