(seven) to support invention and creation activities and provide patent affairs consulting services;
(eight) from the proceeds of patent technology implementation, extract a certain proportion as a patent fund to support patent application, maintenance and implementation of inventions. Article 6 Patent offices at all levels shall carry out their work in accordance with the Patent Law and relevant provisions. Patent workers at all levels are responsible for keeping confidential the contents of unpublished patent applications they come into contact with in their work. Seventh mechanical patent service center and electronic patent service center to assist the Ministry to do a good job in the patent work of this system. The two centers are located in the Institute of Mechanical Science and Technology Information and the Institute of Electronic Science and Technology Information respectively. Its main tasks are:

Chapter III Patent Application Article 8 All units shall actively support the invention and creation activities of their employees, and organize applications in time for those who meet the requirements for patent application, and shall not suppress any unit or individual from applying for a patent. Article 9 Patent workers in all units who can apply for patents for their inventions and creations in research projects, laboratory achievements, technology development, equipment and technology introduction shall apply for patents in time and strive for legal protection. Article 10 Where it is necessary to apply for a patent for a service invention-creation, it must be approved by the unit leader. Where a non-service invention-creation applies for a patent, the unit to which it belongs shall issue a certificate. Article 11 If it is really difficult to apply for a patent for a non-service invention, leaders at all levels shall give support, and the inventor or patentee shall repay it after the invention has achieved economic benefits. Chapter IV Patent Implementation Article 12 The patent administration authorities of the Ministry have the right to decide to allow designated units to implement important inventions and creations of units owned by the whole people in this system according to the state plan, and the implementing units shall pay royalties to the patent holders in accordance with state regulations. Article 13 An invention-creation for which a patent is applied shall be actively organized for exploitation or licensed to others. All units shall, within three months after the patent licensing contract signed with others comes into effect, fill in the Record Form of Patent Licensing Contract and submit it to the patent administration authority of the Ministry together with a copy of the contract. Fourteenth units to transfer the right to apply for a patent or patent right abroad, must be approved by the patent management department; The transfer of patent application right or patent right in China must be approved by the superior competent department according to the affiliation.
