First of all, improving the patent awareness of researchers is the basis of improving patent quality. If we can add relevant intellectual property courses in colleges and universities, especially in postgraduate stage, we can improve the patent awareness of scientific researchers as a whole, and then correctly understand and rationally use the patent system in their scientific research work. The author teaches intellectual property law and practice, a platform course for graduate students' academic and professional qualities, in Shenzhen Graduate School of Tsinghua University. The students taking this course are all science and engineering graduates.
Secondly, the policy dividend of encouraging innovation subjects is the guarantee to improve patent quality. 20 15 revised the law on promoting the transformation of scientific and technological achievements, which solved the obstacles such as the use, disposal and income right of scientific and technological achievements, and the transformation of scientific and technological achievements in colleges and universities was in the ascendant. Some universities and scientific research institutions have also formulated their own disposal methods of scientific and technological achievements.
Third, patent litigation is an important way to explore and create high-value patents. The value of patent is not only reflected in licensing negotiation, but also in patent infringement litigation and patent invalidation procedure. It can be said that patent litigation is an extension of market competition. In addition, patent litigation often becomes a breakthrough in adopting new patent licensing models and charging standards, and is an important means to establish a new market competition pattern.
