In principle, there should be no more than 3 units, and the disciplines to which they belong should have the right to confer doctoral degrees. The first supporting unit has taken the lead in undertaking scientific and technological tasks at the national or provincial or ministerial level, has independent intellectual property rights such as invention patents, and has produced major innovative results that have been applied. Its fixed personnel, scientific research conditions, research and development results, etc. should account for 50% of the total laboratory-related quantity. above. If the first supporting unit is an enterprise, it must be a high-tech enterprise or an enterprise above designated size with a specialized R&D institution. (3) The director of the provincial key laboratory should be a leader in the province's field, be no more than 60 years old, have senior professional and technical titles, and have strong scientific research and organizational management capabilities. (4) It should be an independent legal entity or an independent organization within the supporting unit; if the conditions are not yet met, a relatively independent management mechanism for people, finances and materials should be implemented first. The supporting unit promises to provide special funding support of no less than 1 million yuan every year. (5) Strictly abide by the requirements for academic style construction, and there will be no major safety, major quality, serious environmental problems or illegal breach of trust.
(6) It has safe production conditions and experimental research and development conditions stipulated in relevant laws, regulations, national standards or industry standards, and the site has passed fire acceptance, inspection, and licensing.
