According to the implementation measures, private enterprises and other non-public enterprises in China will be allowed to enter the field of scientific research and production of weapons and equipment.
Liu Dongkui, director of the Economic Coordination Department of the Commission of Science, Technology and Industry for National Defense, said that according to the classified licensing management system stipulated in the Implementation Measures, except for the scientific research and production of weapons and equipment general subsystems and other special supporting products, they can be opened to the public. Private, foreign-funded and joint ventures with corresponding technical strength, equipment, facilities and economic strength, as well as the confidentiality qualification certification of scientific research and production of weapons and equipment, have no policy obstacles to enter the scientific research and production field stipulated in the second type of license.
Liu Dongkui said that with the development of national economy, science and technology, some non-public enterprises have acquired the technical capabilities needed for military production in some fields. The entry of non-public enterprises into the field of weapons and equipment manufacturing is conducive to achieving moderate and orderly competition in this field and better promoting the construction of a new system of national defense science, technology and industry. He also said that the state "will not link the license with the production tasks of enterprises, and will not link the license with the funds of enterprises", but the state will give some support to enterprises that have obtained the license for scientific research and production of weapons and equipment.
Allowing private enterprises and other non-public enterprises to enter the field of weapons and equipment manufacturing is an important step for private enterprises to participate in military scientific research and production. Earlier, the State Council's Opinions on Encouraging, Supporting and Guiding the Development of Non-public Economy such as Individual and Private Enterprises also pointed out that non-public capital will be allowed to enter the field of national defense science, technology and industry construction, and qualified non-public enterprises will be allowed to enter the field of military research and production.
