1992 resigned as secretary general of SEF and became full-time vice chairman. He criticized the mainland policy of Taiwan Province authorities and adopted a more positive and pragmatic attitude towards cross-strait relations. Later, he resigned as the vice chairman of SEF, and now he is the president of Taiwan Province Red Cross Society.
