Why don't agents apply for patents themselves?

The Patent Agency Ordinance stipulates that:

Article 20

A patent agent shall not apply for a patent during the period of engaging in patent agency business and within one year after leaving the patent agency business.

Generally, the applicant thinks it is a new technology and product, and it is just a job of the agent. He won't apply for a patent himself, nor will he make it public. Have professional ethics and accept the supervision and management of the Patent Agents Association.
