What is non-public bidding procurement?

Non-bidding procurement refers to the procurement method of obtaining goods, projects and services by means other than open bidding and invitation bidding.

Procurement projects that reach a certain amount or more generally need bidding, but in some cases, such as emergency procurement or single procurement source, bidding is not the most economical and requires procurement methods other than bidding. In addition, a large number of procurement activities below the bidding limit also need to clarify the procurement methods.

Types of non-public bidding procurement

It mainly includes bargaining purchase, direct purchase, fixed-point purchase and inquiry purchase.

1. Bargaining purchase: refers to the purchase negotiated with a single supplier based on patents or specific conditions. Buyers and sellers bargain face to face, so it's called bargaining.

2. Direct procurement: the procurement method of directly signing a contract without competition in a specific procurement environment.

3. Fixed-point procurement: Fixed-point suppliers are determined through bidding, and the period is basically one year.

4. Inquiry procurement: also known as "shopping around", refers to a procurement method in which a procurement organization sends an inquiry sheet to relevant suppliers at home and abroad for quotation, and then compares the quotations to determine the winning supplier.

Examination and approval procedures for non-public bidding procurement

(a) put forward the proposed opinions. After receiving the approval form declared by the purchaser, the handling personnel shall put forward written opinions within two working days.

(2) The Executive Committee will study. The handling personnel will submit their opinions to the office meeting for discussion every Monday, and then make a written reply on the approval form according to the opinions agreed by the collective, sign the date and affix the official seal.

(3) Unified registration number. The non-public bidding method approved by our bureau shall be registered in a unified number on the special plane in time. Except for single-source procurement, the approval time of other non-public bidding procurement methods shall not exceed five working days.

(4) Where a purchaser requests single-source procurement, he shall, at the same time as submitting the approval form to the government procurement supervision and management department, announce the reasons for single-source procurement and the basic situation of the procurement project in accordance with the law on the China government procurement network or other government procurement information release media designated by the Ministry of Finance for five working days. After the expiration of the announcement, the government procurement supervision and management department shall, according to the actual situation, give a written reply within five working days whether it agrees to adopt the single-source procurement method.
