In order to vigorously implement the strategy of "strengthening the city with talents" and thoroughly implement the "Several Opinions of the Municipal Party Committee and the Municipal Government on Vigorously Promoting Entrepreneurship and Enriching the People and Accelerating the Construction of an Entrepreneurship City" (Changfa [2008] No. 23), in accordance with "market regulation, independent entrepreneurship, The basic principle of "government guidance and supporting services" is to stimulate the intrinsic motivation of the majority of college students to start their own businesses, accelerate entrepreneurial development, and build an entrepreneurial society. The following policy opinions are hereby proposed to encourage and support college students to start their own businesses in the long term.
1. Clarify the objects of encouragement and support
(1) The independent entrepreneurship of college students encouraged and supported by this policy opinion mainly refers to college students with a college degree or above, master's degree Graduate students and doctoral students who initially establish various enterprises or engage in self-employment while studying or within two years of graduation, and serve as the legal representative of the established enterprises or individual industrial and commercial households.
(2) College students who go to rural areas to establish modern agricultural projects with a large-scale planting area of ??more than 50 acres and a large-scale breeding annual gross output value of more than 200,000 yuan, or establish various types of professional cooperatives and other economic organizations and economic entities, will be included This opinion encourages and supports scope.
(3) Give key encouragement and support to college students from zero-employment, laid-off and unemployed families, from low-income households and from families with disabilities who start their own businesses.
2. Construction of College Student Entrepreneurship Bases
(1) Any industrial park (base, university, building) with more than 20 new college student-founded companies, and more than 10 new college student-founded companies. Enterprises can be recognized as college student entrepreneurship bases by the Municipal Leading Group Office for Promoting Entrepreneurship and Enriching the People (hereinafter referred to as the Entrepreneurship Office), and will be given an annual financial subsidy of 300,000 to 500,000 yuan.
(2) College student entrepreneurship bases should increase the construction of standard industrial housing and entrepreneurial apartments. The construction fees for urban projects shall be implemented in accordance with the industrial land standards of Changsha High-tech Industrial Development Zone, and the land and resources department should give priority When arranging construction land, the real estate department should also handle property rights registration in a timely manner. Strive to basically meet the needs of college students for self-employment through three years of hard work.
3. Multiple channels to solve the problem of entrepreneurial places for college students
(1) College students who settle in the college student entrepreneurship base start their own businesses, and the business building will be provided by the entrepreneurship base, with a monthly salary of 900 in the first year Yuan, 700 Yuan per month in the second year, and 500 Yuan per month in the third year. 4. Increase funding for entrepreneurship

Social loan guarantee institutions are encouraged to support college students to start their own businesses, and the municipal, district (county and city) level finances help them reduce business risks through appropriate subsidies. College students who start their own businesses can apply for a small guaranteed loan of up to 50,000 yuan at the community labor and security management service center where their household registration is located. College students who operate in partnership or organize employment and have certain self-owned funds and corresponding counter-guarantee conditions can be granted guaranteed loans based on an amount of less than 50,000 yuan per person they absorb, with a maximum of 500,000 yuan. Those engaged in low-profit projects will enjoy full fiscal interest discounts for two years.
(4) For emerging projects independently founded by college students, small guaranteed loans of up to 2 million yuan can be supported based on the scale of the enterprise. The maximum term of the loan is two years, and the financial department at the same level will provide an interest discount based on 50% of the loan base interest rate.
(5) Encourage college students to use entrepreneurial projects as a platform to actively strive for national and provincial special fund support, and strive for social venture capital and bank and credit institution financing. The municipal entrepreneurship support reward fund shall be 10% of the total funds or financing sought. Provide support within a certain limit (up to 100,000 yuan for a single project) to help entrepreneurial entities reduce financing risks.
(6) If the science and technology project started by college students independently obtains funding from superiors, the municipal, district (county and city) science and technology departments will grant matching funding amounts of 30 and 20 yuan respectively, and the matching funds shall not be less than 50,000 yuan. ; For projects or innovative achievements that have been approved by superior departments but have not received financial support, a one-time subsidy ranging from 50,000 to 100,000 yuan will be provided.
(7) Led by the Municipal Leading Group for Entrepreneurship and Enriching the People, 30 successful examples of self-employment by municipal college students will be selected every year, and each will be given a reward of 50,000 to 80,000 yuan. The reward funds must be used for additional investment in the enterprise to expand reproduction. .
5. Implementing preferential tax policies
(1) Within three years of starting a business for college students, the finance department at the same level will reduce or reduce the local income portion of their business tax and personal income tax in the form of tax first and then refund. , all municipal administrative fees are waived; projects that are assessed as having good growth potential can continue to enjoy policy discounts for two years.
(2) Public employment service agencies and talent service centers at all levels should establish a free custody system for college students’ files. (3) Encourage college students to actively engage in innovative practice and apply for patents, trademarks, software copyrights and other intangible assets within three years of starting their own businesses, and the intellectual property department in the tax place will fully subsidize the application fees.
6. Carry out entrepreneurship training and guidance
(1) Led by the labor and social security department, free entrepreneurship training such as SIYB (Start and Improve Your Business) training will be provided to college students to ensure that every College students who are willing to start a business should participate in more than one entrepreneurship training.
(2) For college students who pass the entrepreneurship training at designated entrepreneurship training institutions, the labor and social security department will provide entrepreneurship training subsidies in accordance with regulations. College students who have participated in skills training and have entrepreneurial aspirations and abilities can continue to receive SYB training, and corresponding training subsidies will be provided according to regulations.
(3) Encourage and guide colleges and universities to implement entrepreneurship education and training, gradually incorporate college students' entrepreneurial skills training into the curriculum and teaching scope, adopt various methods to cultivate students' entrepreneurial awareness, and improve students' comprehensive entrepreneurial qualities. Actively introduce famous entrepreneurship training institutions at home and abroad, provide business premises by the college student entrepreneurship base, and provide rent reductions and exemptions in accordance with the policy of encouraging college students to start their own businesses.
(4) Led by entrepreneurship offices at all levels, entrepreneurship training teachers, successful entrepreneurs and experts from relevant government departments will be hired to form a group of entrepreneurship tutors, which will adopt individual tutoring, consultation tutoring, teaching tutoring, accompanying tutoring, and consultation and tutoring. and other methods to help college students improve their entrepreneurial practical abilities. Members of the Entrepreneurship Mentoring Group will be given appropriate work rewards and living allowances based on their individual work performance.
7. Improve entrepreneurship services and guarantees
(1) Focus on the education department, implement one-time notification of entrepreneurship policies, and issue the "Guidelines for Long-term Entrepreneurship Services for College Students".
(2) On the basis of relaxing the entry conditions for entrepreneurship, if college students start their own businesses through industrial and commercial registration, the industrial and commercial departments will waive registration and license fees, and establish a green channel for college students to start their own businesses. If college students register for non-prohibited or non-restricted development projects and there are no major missing elements, they will be processed immediately upon arrival; free tax registration certificates will be issued for college students to start their own businesses, and free tax knowledge training will be provided.
(3) In accordance with the relevant provisions of the relaxation of the policy for college students to settle down, any college student who starts his own business in Changsha must present "three certificates and one book" (ID card, graduation certificate, graduate employment registration certificate and household registration book) and industrial and commercial registration certificate, you can go to the public security department to go through the settlement procedures.

8. Supplementary Provisions
