(II) This standard is divided into four sequences:
1. Comprehensive qualification of engineering design
Comprehensive qualification of engineering design refers to the design qualification covering 21 industries.
2. Engineering design industry qualification
Engineering design industry qualification refers to the design qualification covering all design types in a certain industry qualification standard.
3. Professional qualification of engineering design
Professional qualification of engineering design refers to the design qualification of a professional in an industry qualification standard.

4. Special qualification of engineering design
The special qualification of engineering design refers to the qualification established to independently design and integrate design and construction of the special technology of the formed industry in order to adapt to and meet the needs of industry development.
(3) The comprehensive qualification of engineering design is only Grade A.. Engineering design industry qualification and engineering design professional qualification are set at two levels: A and B; According to the needs of the industry, the construction, municipal utilities, water conservancy, electric power (limited to power transmission and transformation), agriculture, forestry and highway industries set up Class C qualification for engineering design, and the professional qualification for architectural engineering design set up Class D. (5) This standard mainly assesses the qualifications and reputation, technical conditions, technical equipment and
management level of enterprises. Among them, the assessment contents of the main professional and technical personnel in technical conditions are as follows:
1. For the professions that have been registered and need to be equipped with registered practitioners, the registered professional qualifications of their professional and technical personnel and the corresponding majors are assessed.
2. For the majors that have not been registered, the registered qualification system has not been established, and those that have been registered but do not need to be equipped with registered qualification personnel (hereinafter referred to as unregistered personnel), the majors and technical titles of their professional and technical personnel shall be assessed according to the majors specified in Annex 2. Non-registered personnel of leading majors need to assess the corresponding performance and provide proof of performance. (8) an enterprise with comprehensive qualification of engineering design can be granted the first-class qualification of general contracting (professional contracting) corresponding to the first-class industrial qualification (professional qualification) of engineering design after meeting the personnel requirements of the corresponding first-class qualification of general contracting (professional contracting) for registered architects (project managers).
(9) the main professional and technical personnel mentioned in this standard are limited to 6 years old and below.
II. Criteria
(1) Comprehensive qualification of engineering design
1-Qualifications and reputation
(1) Independent enterprise legal person qualification.
(2) the registered capital is not less than 6 million yuan.
(3) The average annual business income of engineering survey and design in recent three years is not less than 1 million yuan, and the business income of two engineering surveys and designs in recent five years ranks among the top 5 national survey and design enterprises; Or the business tax and surcharges of two enterprises in the past five years are within the top 5 in the national survey and design enterprises.
(4) It has two Grade A qualifications in engineering design industries, and has independently undertaken not less than three engineering designs for large-scale construction projects in each industry in the past 1 years, and has been completed and put into production.
or have Grade A qualification in one engineering design industry and Grade A professional qualification in three other different industries at the same time, and have independently undertaken at least four engineering designs for large-scale construction projects in the past 1 years. Among them, the corresponding performance of Grade A in engineering design industry is not less than one, and the corresponding performance of Grade A in engineering design specialty is not less than one, which has been completed and put into production.
1-2 technical conditions
(1) Strong technical force and reasonable professional equipment.
there are not less than 5 employees who have professional titles above junior level and are engaged in engineering survey and design, among whom not less than 2 have registered professional qualifications or senior professional titles, and there are not less than five registered majors, and the total number of registered personnel in five majors is not less than 4.
The enterprise shall have at least 1 persons engaged in project management and qualified as a construction engineer or supervision engineer.
(2) The chief technical officer or chief engineer of an enterprise shall have a bachelor's degree or above, more than 15 years of design experience, have presided over at least two large-scale project engineering designs, and have registered professional qualification or senior professional and technical titles.
(3) Having at least 3 patents, proprietary technologies and process packages (software packages) related to engineering design.
(4) In the past 1 years, there have been no less than 5 national excellent engineering design awards, national excellent engineering survey awards and national scientific and technological progress awards, or no less than 5 provincial and ministerial level (industry) excellent engineering design first prize (gold award) and provincial and ministerial level (industry) scientific and technological progress first prize.
(5) In recent 1 years, he has edited 2 or participated in more than 5 national and industrial engineering construction standards and specifications.
1-3 technical equipment and management level
(1) There are perfect technical equipment and fixed workplaces, and the construction area of the main fixed workplaces is not less than 1, square meters.
(2) It has perfect enterprise technology, quality, safety and file management, and passed the ISO9 family standard quality system certification.
(3) It has an organization or management system suitable for undertaking general contracting of construction projects or project management.
(II) Engineering design industry qualification
1. Grade A
1-1 qualifications and reputation
(1) It has the qualification of an independent enterprise as a legal person.
(2) It has a good social reputation with a registered capital of not less than RMB 6 million.
(3) The engineering design projects completed by the enterprise shall meet the requirements of performance evaluation of engineering design types in the staffing table of major professional and technical personnel in the applied industry, and there shall be no less than one large-scale project engineering design or no less than two medium-sized project engineering designs for each design type, and they have been completed and put into production.
1-2 technical conditions
(1) The professional equipment is complete and reasonable, and the number of major professional and technical personnel is not less than that specified in the staffing table of major professional and technical personnel in the applied industry qualification standard.
(2) The chief technical officer or chief engineer of an enterprise shall have a bachelor's degree or above, more than 1 years of design experience, have presided over more than two large-scale project engineering designs in the applied industry, and have registered professional qualification or senior professional and technical titles.
(3) among the personnel specified in the staffing table of major professional and technical personnel, the non-registered personnel in the leading major should be the professional and technical person in charge of at least three medium-sized or above projects in the applied industry, including at least one large-scale project.

2. Grade B

(1) The professional equipment is complete and reasonable, and the number of major professional technicians is not less than that specified in the staffing table of major professional technicians in the applied industry qualification standard.
(2) The main technical person in charge or chief engineer of an enterprise shall have a bachelor's degree or above, more than 1 years of design experience, have presided over at least one large-scale project engineering design in the applied industry, or at least three medium-sized project engineering designs, and have registered professional qualifications or senior professional and technical titles.
(3) among the personnel specified in the staffing table of major professional and technical personnel, the non-registered personnel in the leading major should be the professional and technical person in charge of at least two medium-sized projects or at least one large-scale project in the applied industry.
2-3 Technical equipment and management level

3. Grade C

(2) The main technical person in charge or chief engineer of an enterprise shall have a college degree or above, more than 1 years of design experience, and have presided over at least 2 projects in the applied industry, with intermediate or above professional and technical titles.
(3) among the personnel specified in the staffing table of major professional and technical personnel, the non-registered personnel in the leading major shall be the professional and technical person in charge and have presided over at least two engineering designs of the applied industry projects.

(III) Engineering design professional qualification
1. Grade A
