Why do you think Qualcomm can stick to its own rules by waving patents?

As the absolute hegemon in 3G era, Qualcomm has monopolized the global communication and mobile phone market for a long time by virtue of the patent advantage of CDMA standard chips. Many industry leaders including LG, Sony, Samsung, Motorola, Lenovo and ZTE have to pay high patent license fees for a long time. Although huge commercial profits have been squeezed out, everyone dares to speak out, because as the holder of patents and chips, Qualcomm has always pursued a hegemonic policy of no chips without authorization.
