What does the new case review mean when applying for a patent?

The examination of patent applications includes several levels. When submitting an application, the acceptance office will review the procedures such as format and payment. After it is qualified, it will issue an acceptance notice and give the application number, which will become a new application. After that, it is assigned to the examiner for formal examination, and the patent right is granted after the examination. For the invention, it will be made public after 18 after it becomes a new application (it can be made public in advance). After it is made public, it can be submitted for substantive examination (within three years after the application), and then it will be assigned to the examiner for substantive examination, and the patent right will be granted if it is qualified.
