(2) Support the establishment of R&D institutions. Encourage qualified small and medium-sized enterprises to establish enterprise technology centers, or jointly establish research and development institutions with universities and scientific research institutions to improve their independent innovation capabilities. Enterprises with conditions can declare enterprise technology centers recognized by the state, province and city. Encourage national, provincial and municipal recognized enterprise technology centers to open to small and medium-sized enterprises and provide technical support services.
(3) Accelerate technological progress. The investment and construction of small and medium-sized enterprises belong to domestic and foreign-funded projects encouraged by the state. Self-use equipment imported within the total investment, as well as technologies, accessories and spare parts imported with the equipment, shall be exempted from customs duties and import value-added tax in accordance with the relevant provisions of the Notice of the State Council on Adjusting Tax Policies for Imported Equipment (Guo Fa [1997] No.37).
(4) Vigorously develop high-tech enterprises. Small and medium-sized enterprises recognized as high-tech enterprises by relevant state departments can enjoy preferential tax policies for high-tech enterprises according to existing policies.
(5) Encourage invention and creation and standard setting. Intellectual property departments at all levels shall, in accordance with relevant regulations, grant relief or subsidies to individuals or small enterprises for applying for and maintaining domestic and foreign invention patents. Encourage small and medium-sized enterprises with patented technology to participate in the formulation of industry standards. Give a certain proportion of subsidies to the expenses incurred by small and medium-sized enterprises in formulating industrial technical standards.
(6) Accelerate the informatization construction of small and medium-sized enterprises. Encourage small and medium-sized enterprises to use modern information technology to improve their management level and enhance their technological innovation ability. Encourage information technology suppliers, service providers and intermediary service agencies to provide technical support and related services for the informatization of small and medium-sized enterprises. Encourage the establishment of information service platform for small and medium-sized enterprises and promote the application of information technology for small and medium-sized enterprises.
(7) Strengthen personnel training. Encourage small and medium-sized enterprises to increase job skills training and technical personnel training. The employee education funds extracted and actually used by the enterprise in that year shall be implemented in accordance with the relevant tax policies of the state.
(eight) the establishment of personnel training mechanism. Encourage qualified small and medium-sized enterprises to establish targeted and order-based talent training mechanisms with universities and vocational colleges to improve the quality of enterprise employees; Encourage enterprises to provide internship positions, internship conditions and internship guidance for students. Encourage all kinds of college graduates to work in enterprises and actively participate in enterprise innovation activities. The management departments of small and medium-sized enterprises at all levels shall establish and improve the talent training and transportation channels of small and medium-sized enterprises by means of government, enterprises, universities and social investment to meet the talent demand of technological innovation of small and medium-sized enterprises.
(9) Establish an incentive mechanism for innovative talents. Encourage small and medium-sized enterprises to establish and improve the mechanism of combining training, assessment, use and treatment, and encourage employees to invent and create. Scientific and technological innovation talents who have made outstanding contributions can be rewarded through various forms such as commission on new product sales, scientific and technological achievements or shares in intellectual property rights.
(10) Government procurement supports independent innovation. State organs, institutions and mass organizations at all levels shall, under the same conditions, give priority to purchasing the products of small and medium-sized enterprises listed in the catalogue of independent innovation products of government procurement.
Second, strengthen investment and financing support for technological innovation.
(eleven) to encourage financial institutions to actively support the technological innovation of small and medium-sized enterprises. Smooth the payment and settlement channels for SMEs, actively create conditions to promote payment tools such as bills to serve SMEs, and enrich the means of payment and financing for SMEs. Organize credit evaluation of small and medium-sized enterprises For small and medium-sized enterprises with good credit status and strong innovation ability, corresponding credit lines can be approved to give key support. Accelerate the construction of credit system for small and medium-sized enterprises, promote the development of various credit reporting institutions, and provide supporting services for financial institutions to improve financial services for technological innovation of small and medium-sized enterprises.
(fourteen) to encourage and guide the guarantee institutions to provide support for the technological innovation of small and medium-sized enterprises. Through tax incentives, risk compensation and incentives, we will guide all kinds of guarantee institutions to actively provide guarantee services for loans for technological innovation projects or independent intellectual property industrialization projects of small and medium-sized enterprises, improve service methods, and give premium concessions to some high-quality innovation projects with high scientific and technological content, strong innovation ability, independent intellectual property rights and easy marketization.
(fifteen) to accelerate the development of small and medium-sized enterprise investment companies and venture capital enterprises. Encourage the establishment of venture capital guidance funds, establish and improve the venture capital mechanism, and guide social funds to flow to venture capital enterprises. Support the establishment and development of SME investment companies, increase policy support and risk compensation for SME investment companies, encourage them to expand their investment business, and support technological innovation activities of SMEs.

(20) Open scientific research facilities. Encourage universities, research institutes and large enterprises to open scientific research instruments and facilities to serve small and medium-sized enterprises. Small and medium-sized enterprise management, science and technology, education and intellectual property departments around the country should cooperate closely, establish a database of * * * facilities, and regularly publish relevant information. It is necessary to strengthen the management of scientific research facilities, simplify the procedures for the use of small and medium-sized enterprises, and reduce the use cost.
(twenty-one) to strengthen technical information services. Small and medium-sized enterprise management departments at all levels should improve the information service network, improve the basic conditions of information construction of small and medium-sized enterprises, optimize the allocation of technical resources, and promote technical exchanges and cooperation between small and medium-sized enterprises, between small and medium-sized enterprises and universities and scientific research institutions, and between small and medium-sized enterprises and large enterprises. Small and medium-sized enterprise management departments at all levels should guide service agencies to improve the talent service system for small and medium-sized enterprises and help them solve practical problems such as the introduction of technical talents and the evaluation of professional titles. The qualification evaluation and employment of technical personnel in small and medium-sized enterprises should be treated equally with the selection, reward and training of scientific and technological talents.

All localities should include the support for technological innovation of small and medium-sized enterprises in the scope of government assessment of small and medium-sized enterprises, establish a target responsibility system, and ensure the implementation of the national medium-and long-term scientific and technological development plan and its supporting policies.
