In principle, the sales volume of the previous year is not less than 1 million yuan, which can provide the main funds needed for the establishment of the engineering center, and the software, creative design and R&D service enterprises can be appropriately reduced.
2. The enterprise has established a special R&D institution and sustained R&D investment. The proportion of R&D expenditure in the previous year to the annual sales revenue is not less than 3%, or not less than 1 million yuan.
