The term "historical and cultural blocks" as mentioned in these Regulations refers to areas with a certain scale, which have been approved and announced by the provincial and municipal people's governments and are particularly rich in preserved cultural relics and concentrated in historical buildings, and can comprehensively and truly reflect the traditional pattern and historical features.
The term "historical buildings" as mentioned in these Regulations refers to buildings and structures that have been determined and announced by the people's governments of cities and counties (cities), have certain protection value, can reflect historical features and local characteristics, and have not yet been announced as cultural relics protection units or sites. Article 3 The objects of protection of historical and cultural blocks in this Municipality include:
(1) Shuitingmen in Kecheng District of Quzhou City, Beimen Street in Kecheng District of Quzhou City, Hexi Street in Longyou County, Lizeci Street in Changshan County, Beimen Street in Changshan County and other provincial-level historical and cultural blocks approved and announced by the provincial people's government;
(two) in accordance with the provisions of this Ordinance, approved by the Municipal People's government announced the city's historical and cultural blocks;
(3) Historical buildings in historical and cultural blocks;
(4) Ancient bridges, ancient roads, ancient wells, pagodas, archways, gates and city walls in historical and cultural blocks;
(five) the names of traditional streets and historic buildings in historical and cultural blocks;
(six) other historical and cultural blocks with important commemorative significance, educational significance and historical and cultural value.
Historical and cultural blocks involving cultural relics, intangible cultural heritage, sites for religious activities and the protection of ancient and famous trees shall be implemented in accordance with the provisions of relevant laws, administrative regulations and local regulations and rules of this province. Article 4 The protection of historical and cultural blocks shall follow the principles of scientific planning, giving priority to protection, rational utilization, development and inheritance, and safeguard the authenticity and integrity of historical and cultural heritage. Article 5 The people's governments of cities and counties (cities, districts) shall be responsible for the protection, utilization and management of historical and cultural blocks, and incorporate the protection of historical and cultural blocks into the national economic and social development plan, and the required funds into the fiscal budget at the corresponding level.
City, county (city, district) people's government shall, according to the actual situation of this area, clarify the management institutions of historical and cultural blocks, and be responsible for daily protection and management. Article 6 The housing and urban-rural construction departments shall be responsible for the declaration of historical and cultural blocks within their respective administrative areas, the preparation and implementation of protection plans, supervision and inspection, and other specific work.
The cultural relics department is responsible for the supervision and management of cultural relics protection units and sites in historical and cultural blocks, and assists the housing and urban-rural construction departments in the preparation, implementation, supervision and inspection of the protection planning of historical and cultural blocks.
Fire rescue institutions are responsible for fire fighting, major disasters and accidents in historical and cultural blocks and other emergency rescue work focusing on saving lives of personnel, and urge and guide relevant units to carry out fire control work.
Natural resources and planning, public security, finance, comprehensive administrative law enforcement, agriculture and rural areas, market supervision, water conservancy, civil affairs, health, emergency management and other relevant departments shall, in accordance with their respective duties, perform the corresponding duties of protecting historical and cultural blocks.
The township (town) people's government, sub-district offices and village (neighborhood) committees where historical and cultural blocks are located shall assist the relevant departments and historical and cultural block management agencies to do a good job in protection. Article 7 The Municipal People's Government shall set up an expert committee on the protection of historical and cultural blocks in the city, undertake the demonstration work of evaluation, adjustment, revocation, planning and protection of historical and cultural blocks and historical buildings in the city, and provide advice for the decision-making of the Municipal People's Government.
The composition method and working rules of the expert committee for the protection of historical and cultural blocks in the city shall be formulated by the Municipal People's government. Eighth organizations and individuals are encouraged to participate in the protection and utilization of historical and cultural blocks through donations, funding, providing technology or voluntary services.
Organizations and individuals that have made outstanding contributions to the protection of historical and cultural blocks shall be commended by the people's governments of cities and counties (cities, districts) in accordance with the relevant provisions of the state and the province. Ninth city and county (city, district) people's governments and relevant departments should strengthen the research, publicity and education on the protection of historical and cultural blocks.
Radio, television, newspapers, internet and other media should strengthen publicity and education on the cultural connotation of historical and cultural blocks, popularize protection knowledge, publicize and introduce Quzhou's characteristic history and culture, and raise the awareness of protection of the whole society. Article 10 Any organization or individual has the right to discourage and report illegal acts that destroy historical and cultural blocks and historical buildings. Chapter II Declaration and Planning Article 11 The declaration conditions and examination and approval procedures for provincial historical and cultural blocks shall be implemented in accordance with the Regulations on the Protection of Famous Historical and Cultural Cities, Towns and Villages in Zhejiang Province.
To declare a historical and cultural block in the city, the people's government of the county (city, district) where it is located shall apply, and the municipal housing and urban-rural construction department shall, jointly with the municipal cultural relics, natural resources and planning departments, organize relevant departments to demonstrate, put forward examination opinions, and report them to the Municipal People's government for approval and promulgation.
The conditions for declaration and approval of historical and cultural blocks in this Municipality shall be determined and promulgated by the Municipal People's Government.
