(a) clarify the natural phenomena, characteristics and laws in the basic research of natural science and applied basic research, make important scientific discoveries (refers to those that have not been discovered or clarified by predecessors, but are recognized by natural science circles at home and abroad, which have important scientific value or have an important impact on promoting the economic construction and social development of this Municipality) or apply the basic principles of science to obtain creative research results;
(two) the use of scientific and technological knowledge in products, processes, materials and systems to make important technological inventions (refers to the predecessors have not yet invented or made public, advanced and creative, after more than one year of implementation and application and achieved certain economic or social benefits);
(three) in the implementation of technology development and high-tech industrialization projects, to achieve important scientific and technological innovation and achieve domestic advanced and above scientific and technological achievements, complete the promotion and transformation of important scientific and technological achievements, and create remarkable economic benefits;

(a) the administrative department of science and technology of the county (city) and District People's governments;
(two) departments and institutions directly under the Municipal People's government;
(three) other units and scientific and technical experts who meet the qualifications prescribed by the municipal administrative department of science and technology. The scientific and technological achievements completed by the central and provincial units and troops stationed in Tang can be directly recommended to the municipal administrative department of science and technology by their scientific and technological departments. Thirteenth units and individuals that recommend the special prize of science and technology shall fill in the recommendation in a unified format and provide complete and true evaluation materials. Only one type of award can be recommended for the same achievement in the evaluation year. Fourteenth projects that recommend the special prize of science and technology must have won the first prize of municipal scientific and technological progress and have significant innovation and development. Recommend collective awards, after the completion of the main project, there must be more than 1 items related to the main project to obtain scientific and technological awards at or above the municipal level or through the identification of scientific and technological achievements organized by the provincial and municipal scientific and technological management departments. To recommend a single award, the nominee must be the first person to complete the main project. Besides the main project, the nominee must also have more than 1 achievements related to the main project (the top three), win the science and technology award at or above the municipal level or pass the evaluation of scientific and technological achievements organized by the provincial and municipal science and technology management departments, and obtain the consent of other major researchers.
