I am the person in charge of the project patent. Can I be an inventor?

Not necessarily, it needs specific analysis. The person in charge of a patent project can't be an inventor if he only works in work distribution and coordination. If the person in charge of the project also participated in the invention process and made substantial contributions, it is the inventor.

Detailed Rules for the Implementation of the Patent Law Article 13 The inventor or designer mentioned in the Patent Law refers to a person who has made creative contributions to the substantive features of invention-creation. In the process of completing the invention-creation, a person who is only responsible for organizing the work, providing convenience for the utilization of material and technical conditions or engaging in other auxiliary work does not belong to the inventor or designer.
