Judges, prosecutors, lawyers, notaries, legal advisers, arbitrators (legal affairs) and government departments engaged in administrative punishment decision review, administrative reconsideration and administrative adjudication must pass the legal professional qualification examination. Since the reform of law examination, the annual pass rate has remained at 10%- 15%.
