Public civilization index is an important tool to describe the development of citizens' civilization quality, evaluate the development level of citizens' civilization quality and the effectiveness of mass spiritual civilization creation. According to the deployment arrangement of the Central Civilization Committee, since 2009, the Central Civilization Office has entrusted the National Bureau of Statistics to evaluate and rank civilized cities and advanced cities nationwide.
The new evaluation system not only lists "winning the honorary title of national civilized city and national advanced city for creating civilized city" as the basic condition for application, but also sets the effectiveness of ideological and moral construction of minors as the prerequisite. At the same time, the new evaluation system also stipulates that major safety accidents, major food and drug safety accidents, major criminal cases and major environmental pollution incidents are not allowed to be declared, and two "one-vote veto" items of "major events endangering national security and social and political stability" are added.
The evaluation content is more extensive and detailed. The new evaluation system is divided into two parts: basic indicators and characteristic indicators. The basic indicators include 9 evaluation items, 36 evaluation indicators, 126 evaluation contents and 369 evaluation criteria. Two evaluation items of "social and cultural environment conducive to the healthy growth of teenagers" and "safe and stable social environment" have been added, and new contents have been added, such as the construction of learning-oriented party organizations, the activities of striving for Excellence, cultural undertakings and cultural industries, national unity and progress, smoking ban in indoor public places, low-carbon economy and low-carbon life, and land resource management.
Expanded the scope of questionnaire survey and field survey. The evaluation of national civilized cities mainly adopts six methods, such as "listening to reports, consulting materials, questionnaire survey, online survey, field trip and overall observation", and the evaluation pays more attention to randomness, mass and objectivity. Among the 369 evaluation criteria, there are 138 involving field visits, questionnaires and online surveys, accounting for more than one third of the total evaluation terms. The questionnaire items increased from 29 questions in the last session to 45 questions, mainly involving the quality of citizens' civilization, social morality, the quality of government services and the overall image of the city. The number of declaration points for field visits has increased from 16 to 32, and the scope of field visits has also been expanded, including enterprises, schools, villages and towns, old streets and alleys, and government affairs centers.
