If the certificate of non-criminal record cannot be obtained online, the applicant or his or her authorized agent shall take the applicant’s ID card or household registration book to the public security bureau in the place where the applicant is registered to apply for the certificate of non-criminal record. To prove, the public security organ shall issue a certificate proving whether the applicant has been subject to criminal punishment based on the information at hand (the deadline shall be specified); the applicant or his authorized agent shall take the above materials to the notary office to apply for a notarization of whether he has been subject to criminal punishment. Article 286 of the Criminal Procedure Law: If a person was under 18 years old at the time of the crime and was sentenced to a fixed-term imprisonment of not more than five years, the relevant criminal records shall be sealed.
