Prosecutors work under the leadership of the attorney general. Major handling matters shall be decided by the attorney general. The attorney general may, according to the circumstances of the case, submit it to the procuratorial committee for discussion and decision. Other matters in handling a case may be decided by the procurator-general himself or by the procurator. If these rules clearly stipulate major handling matters that should be decided by the procurator-general or the procuratorial committee, such provisions shall prevail. If there are no clear provisions in these rules, the provincial people's procuratorate may formulate relevant provisions and report them to the Supreme People's Procuratorate for approval. Legal documents issued in the name of the people's procuratorate shall be issued by the chief procurator; The procurator-general may authorize the procurator to issue matters within the scope of the procurator's functions and powers.
