What is the principle of "car face recognition" artifact card checking illegal?

"Science and technology attack hard and solve the case quickly."

In the traffic police detachment of Benxi City, Liaoning Province, a banner hanging on the wall is extremely eye-catching. Lu Jinlong, deputy chief of the Science and Technology Section of the detachment, told the reporter that the banner came from a traffic accident and escape case.

August 20 17, a reporter claimed that his car was hit and the vehicle escaped. Through the surveillance video, only a white Chevrolet sedan was found passing through the road, and the license plate was blocked by a large truck, so it was not clear.

Relying on this half car face without a license plate, Lu Jinlong locked the suspected vehicle and contacted the owner within an hour, saving thousands of dollars for the people who reported the case. All this is attributed to the "IDA- platform for cracking down on illegal licensing" launched in March 2065438+2007 (hereinafter referred to as IDA system), where I stands for intelligence, D stands for data and A stands for analysis, which is an innovative application of big data in traffic management.

"In the past, because of the limited means of handling, most of the complaints we accepted were complaints and even anger from the masses. Now the masses are particularly satisfied with the card-related illegal cases we have handled, which has also greatly dealt a blow to the arrogance of the illegal personnel involved! " Lu Jinlong said proudly.

The cost of license violation is low, and increasing police force is just a drop in the bucket.

Lu Jinlong was born in the post-service industry. Before coming to the Science and Technology Department, he had 16 years of road duty experience. Referring to the previous on-site enforcement of the vehicles involved, Lu Jinlong said two words: "stupid" and "dangerous".

What kind of "stupid" method?

Since illegal license-related situations generally occur after work hours, the traffic police need to concentrate on doing it at night: stop the suspected vehicle, ask the driver to show his driver's license and driving license, and call the rear command center to see if there is any problem. It takes at least 5 minutes to go back and forth. Finally, he found that the vehicle was not what he was looking for, and he had to be satirized by the driver.

"On a dry night, 100 is hard to meet a fake of 1. I have rich experience and accurate identification, but it is more troublesome after discovery. The client either whispers to you and pleads with you, or swears and scares you, saying that there is someone above him. " This is Lu Jinlong's personal experience.

How dangerous is it?

Vehicles involving license plates are running rampant on the road with fake license plates, which is a time bomb for everyone. Some of Lu Jinlong's colleagues were pushed far away by a car that broke the hood of the car, and some were dragged down and broken.

"Unlicensed, fake and blocked license plates have low illegal costs and cannot always be solved by increasing police force. If you want police force from science and technology, you have to think of a more efficient way. " At a working meeting, Lin Yudong, deputy detachment leader of Benxi Traffic Police Detachment, who is in charge of science and technology, put forward new ideas.

According to statistics, there are as many as 50 million photos of passing vehicles in Hekou District of Benxi City, and the video storage capacity in only one day is nearly 30T. Massive data contains important clues about illegal vehicles, but the clues may usually last only a few seconds. Manual analysis is like looking for a needle in a haystack.

It coincides with the latest research and development technology recommended by Hangzhou Hikvision, which can be searched and analyzed by vehicle brand and sub-brand. This aroused the interest of Benxi traffic police detachment. After many discussions, the idea of combining big data with traffic management to combat illegal licensing was determined. Starting from business experience, Benxi Traffic Police Detachment also made suggestions to enterprises to increase the number of vehicle annual inspection signs, and to identify details such as car interior, car body scratches and driver's face.

IDA system was piloted in March 20 17, and the scheme was completed in may, and then it was popularized and applied in urban areas and two counties.

1 sec analyzes more than 300 vehicle photos to revitalize sleeping big data.

"Now I'm sitting in my office and clicking a few times on the computer. When I am fast, I can handle a complaint case involving a licensed vehicle in a few minutes. " Lu Jinlong sat in front of the computer and showed a process of making the deck car "real".

A farmer in Huanren Manchu Autonomous County of Benxi complained that his black sea carriage was licensed, and illegal records showed that it was a gray Jetta. Lv Jinlong first searched this violation record with the license plate number, and then entered the photos taken by the gray Jetta when it violated the rules into IDA system for six months. After a few minutes, IDA system can get similar vehicle pictures recorded by different bayonet cameras at different times, and arrange them according to the similarity from high to low.

Lu Jinlong began to enlarge the pictures in turn for comparison. Turn to page six, and the real deck car appears. "The color of the seat cover, the pendant and the driver's facial features are the same, but this time he hangs another license plate." Lu Jinlong searched by the license plate number again, and after confirming that the vehicle information corresponding to the license plate number is gray Jetta, he directly transferred the violation record to the real license plate number. The whole process only takes ten minutes.

Lin Yudong said that IDA system, based on traffic big data, artificial intelligence, deep learning algorithm application, signal control, big data optimization and other technologies, transmits the vehicle image information collected by public security traffic monitoring video resources and bayonet resources to the cloud storage and server, and then carries out secondary image recognition, video cloud analysis and face modeling comparison through the traffic big data server to complete vehicle recognition and license plate recognition, and finally matches the license plate information with the vehicle information to accurately judge whether it is an illegal vehicle involved in the license plate. Simply put, it is "car face recognition".

IDA system can analyze vehicle photos and video images, and 1 sec can reach more than 300 photos. The rapid analysis and mining ability has revitalized the massive photos and videos collected by various bayonets in the past.

More than 60% of illegal vehicles involved in licensing are completed by IDA system off-site law enforcement.

In order to avoid the traffic police's investigation, the vehicles involved often prepare two or three fake cards. "Through a search, as long as it is the same car, the same driver, what' vest' can be found for you." Lu Jinlong feels that his sense of accomplishment at work has soared.

After applying IDA system, off-site law enforcement greatly makes up for the shortage of on-site law enforcement police force. Moreover, registering illegal acts directly on the internet also avoids the problem that the parties conflict with the traffic police at the scene and hinder law enforcement.

"If the evidence is established, the notice will be sent to the offender's mobile phone. Even if he doesn't deal with it right away, he has to come when he checks the car. Some offenders said that they were really convinced this time. " Lu Jinlong said.

20 17 July, a car owner in Beijing claimed that he had never been to Benxi but had an illegal record in Benxi, and asked the Benxi traffic police detachment for help. After IDA system analysis, the traffic police locked a white BMW deck car and punished 58 previous illegal acts traced back to it.

According to reports, at present, Benxi has seized 683 illegal vehicles involved in licensing, of which 4 10 vehicles were completed through IDA system off-site law enforcement. "This means that more than 60% of illegal vehicles involved in licensing are completed through off-site law enforcement, and the overall number has more than doubled." Lin Yudong said.

With the wings of big data, IDA system not only effectively solves the problem of illegal vehicle detection involved in traffic management, but also produces spillover effect. Through IDA system, 42 accident cases and 59 criminal cases were cracked, and 36 people recovered the lost property in taxis.

Lin Yudong said that because IDA system provides some important clues for criminal police, this application can not only be replicated among different departments in Benxi, but also expand the analysis scope to the whole country, resulting in more linkage effects. At present, Benxi has become a pilot city for the research and development of this national application.

"In the report of the 19th National Congress of the Communist Party of China, it is clearly required to improve the ruling ability in an all-round way, in which it is emphasized that we should be good at promoting work in combination with actual creativity and be good at using Internet technology and information technology to carry out our work. This innovation of big data+traffic management has enabled our traffic police to grasp the initiative of work, reduce the occurrence of traffic violations, and better protect the lives and property of the people. " Bian Yongxin, party secretary and detachment leader of Benxi Public Security Traffic Police Detachment, said.

It's great for my country.
