In recent years, the legal services in our city are guided by scientific development, focused on expansion, and started with standardization. Lawyers, notaries, grassroots legal services and other legal services and legal aid undertakings in our city have flourished, giving full play to their roles in providing services, reflecting demands, standardizing behaviors, promoting government administration according to law, enterprises operating according to law, and citizens' rights protection according to law, and making remarkable achievements in ensuring judicial notarization, promoting social equity, and maintaining social stability.
There are 5 law firms in our city, with 38 practicing lawyers. Notary Office 1, 5 notaries; There are 26 grassroots legal service offices with 92 legal service workers; Legal aid centers 1 each, with 207 legal aid lawyers (workers) and volunteers; Judicial authentication institutions 1 unit, and 4 judicial appraisers.
1, lawyers become the protagonists of legal services.
Lawyers in the city actively focus on the "center" of economic work and take the initiative to intervene in investment promotion, development along the Yangtze River, park construction, demolition and renovation, major engineering projects and other fields, becoming the main force of the legal service industry. Two, the difficulties and problems existing in the legal service work in our city
While fully affirming the rapid development of the legal service industry in our city, we cannot help but see that the following problems exposed in the development of the legal service industry must be highly valued.
1, the legal service agency is small.
Mainly as follows: in terms of the number of people, the average number of law firms is less than 10, which is lower than the national average11; There are less than four people in each grass-roots legal service office, all of whom are small. Judging from the proportion of practicing lawyers in the total population, our city is 0.36%, far below the national average of 1.08%. The small scale of legal service institutions in our city reflects that our legal services are still at a low level, which is not suitable for our economic level.
2. The degree of specialization of legal services is low.
Take lawyers as an example. There are 6 lawyers with bachelor's degree or below in our city, accounting for 15.38% of the total number of lawyers, including high school education 1 person and 3 non-legal majors. From the perspective of lawyer's business, lawyers generally lack the awareness of professional development and measures to improve their professional level. Many lawyers, out of the need of "survival", portray themselves as "all-round lawyers", regardless of criminal cases, civil cases or other types of cases. On the whole, the quality of the legal service team in our city is not high enough, which is not only manifested in the low academic qualifications, but also in the single knowledge structure, low degree of specialization and poor foreign language ability, especially the shortage of new foreign-related talents.
3. Narrow legal service channels.
At present, there are 12 legal service agencies in our city, accounting for more than 35%, and the other 22 legal service agencies (all legal service agencies) are located in 12 townships. As a result of the restructuring, legal service offices have been pushed to the market, and competition has intensified. Many legal service personnel have lost. The existing grassroots legal service workers are less than 35% than before the reform, and the average service staff in each town is less than 6. The distribution of legal service institutions and personnel is unreasonable, the service channels are narrow, and the grassroots legal service force is weak, which can not meet the legal service needs of urban and rural residents.
4. The management of legal services is weak.
According to the current laws and regulations, as a county-level city, our city's legal service management authority is limited to criticizing and educating legal service personnel, investigating and reporting, and there is no administrative punishment right for violations of laws and regulations of legal service institutions and personnel, which can only be managed, but it is difficult to manage people, and the management means are weak.
