Li Buyun, male, 1933, A native of Loudi, Hunan, he is a researcher and doctoral supervisor at the Institute of Law of the Chinese Academy of Social Sciences, honorary dean of the Law School of Hunan University, and director of the Human Rights Research Center of Guangzhou University.

His representative works include "Introduction to the New Constitution", "Toward the Rule of Law", "Jurisprudence", "Jurisprudence Exploration", etc. In 1978, he published "Insisting that All Citizens Are Equality Before the Law" in the People's Daily, which was recognized as the first article in the legal field that broke through the ideological and theoretical forbidden area. In 1979, he wrote the article "On Governing the Country According to Law", which was the first time in China that this strategy of governing the country was proposed and systematically discussed. He later wrote a series of papers explaining this statecraft. He is a member of the research team that has taught legal courses to the Political Bureau of the CPC Central Committee three times. In 1998, he personally taught "Governing the country according to law and building a socialist country ruled by law" to the Standing Committee of the National People's Congress, and went to more than 50 provincial and ministerial-level units to teach leaders the theory and practice of ruling the country according to law. From July 1980 to July 1981, he worked as a researcher in the Research Office of the Central Secretariat. After returning to China, he worked at the Chinese Academy of Social Sciences.
