If the circumstances of sexual harassment are serious, they are suspected of compulsory indecency and need to bear criminal responsibility, and they shall be sentenced to fixed-term imprisonment of not more than five years or criminal detention. Whoever gathers people or commits the crime of compulsory indecency in public places, or has other bad circumstances, shall be sentenced to fixed-term imprisonment of not less than five years.

Article 237 of the Criminal Law of People's Republic of China (PRC) shall be sentenced to fixed-term imprisonment of not more than five years or criminal detention. Whoever affrays in a public place or commits the crime mentioned in the preceding paragraph, or has other vile circumstances, shall be sentenced to fixed-term imprisonment of not less than five years. Article 14 of the Criminal Law of People's Republic of China (PRC) is a deliberate crime, knowing that one's actions will have harmful consequences to society, and hoping or letting such consequences happen, thus constituting a crime. Whoever intentionally commits a crime shall bear criminal responsibility.
