1, let's make sure whether we can sue or not. At present, the scope of administrative litigation in China is very small, the review is very strict, and the judicial practice in different regions is not the same. You'd better ask where the public security bureau is in the court (but to be honest, the chances of the court accepting it are very small. )
2. Identify the defendant first. I suggest you sue the first one, that is, the public security bureau that accepted your case first. Others belong to the reconsideration or examination and approval authorities, and have little impact.
If you insist on suing three companies, it is not impossible. Because the state stipulates that in order to facilitate the parties to carry out administrative proceedings, you can list three defendants, and the prosecution court can be the court where one of the defendants is located. But in my opinion, if you want to sue the Public Security Department, you can only go to the Intermediate People's Court of the provincial capital where the Public Security Department is located.
Finally, I'll give you a suggestion. The court will encounter great difficulties in accepting your case. The court will shirk it for various reasons, not that they and the officials of the Public Security Bureau shield each other, but that once such cases are accepted, it will be very difficult and neither side will please. I hope you can understand the court. If you are still angry, you'd better hire a lawyer, but there is no way to spend some money. Administrative litigation is the most complicated of all cases. It's not something I can solve in a word or two online.
