With the efforts of him and the public security organs in Jiangsu Province, the main leaders of public security organs at all levels in Jiangsu Province directly arrested the murder cases and major cases. In the event of an active homicide case, according to the vicious degree of the case, the leaders of provincial, municipal and county public security organs rushed to the scene to take command ahead and concentrate the strength of relevant police departments, thus creating conditions for solving the case in time. To this end, Jiangsu Province has taken the lead in establishing a whole set of mechanisms in the country, such as leaders marking cases, listing supervision, case warning, classified supervision, rewards and punishments, and has formed a detection model with Jiangsu characteristics. By 2008, the detection rate of current homicide cases in Jiangsu Province reached 96.8%, ranking first in the country for five consecutive years.
