Article 2 State secrets refer to matters that are determined in accordance with legal procedures and are known only to a certain range of people within a certain period of time and are related to national security and interests.
Article 3 State secrets are protected by law. All state organs, armed forces, political parties, social organizations, enterprises, institutions and citizens have the obligation to keep state secrets. Any act that endangers the security of state secrets must be investigated by law.
