1996 Shi fumao graduated from the law department of Hebei university. After graduation, he was assigned to the flour mill in Xingtai City, Hebei Province, and worked in the factory security department. For various reasons, he volunteered to work in the workshop, becoming the first person in the history of the flour mill to leave the workshop from the department.

1997, studying while working, and finally qualified as a lawyer. 65438-0998 resigned from the flour mill and worked as a full-time lawyer in Jiaxin Law Firm. In 2002, Shi Fumao co-founded Hebei Junhexin Law Firm as a senior partner and deputy director lawyer. It was during this period that he happened to know Tong Lihua, a lawyer in Beijing.

In June 2004, when Shi Fumao was on a business trip in Beijing, he met lawyer Tong Lihua again. Lawyer Tong sincerely invited him to work in Beijing and really became a full-time public interest lawyer. After repeated thinking, in July 2004, Shi Fumao officially came to work in Beijing Youth Legal Aid and Research Center and became a full-time public interest lawyer.

In September 2005, with the joint efforts of all parties, with the approval of Beijing Municipal Bureau of Justice, relying on Beijing Zhicheng Law Firm and Beijing Juvenile Legal Aid and Research Center, the Beijing Migrant Workers' Legal Aid Workstation was established to provide legal aid to migrant workers. Shi Fumao, who has become the main force of the Juvenile Legal Aid Center, served as the executive director of the workstation.
