Requirements for Handling Passports
If the applicant is under any of the following circumstances, the exit-entry administration department of the public security organ will not issue ordinary passports:
1. Those who do not have People's Republic of China (PRC) nationality;
2. unable to prove identity;
3. practicing fraud in the application process;
4. Those who have been sentenced to punishment are serving their sentences;
5. The people's court informs that the civil case that has not yet been closed cannot leave the country;
6. Being a defendant or criminal suspect in a criminal case;
6. The defendant or criminal suspect in a criminal case;
7. The applicant has not obtained a passport.
7. The relevant authorities in the State Council believe that leaving the country will endanger national security or cause great losses to national interests;
8. If a citizen is subject to criminal punishment for disturbing the administration of the country (border) or is sent back to China for illegal exit, illegal residence or illegal employment, the exit-entry administration department of the public security organ will not issue an ordinary passport within 6 months to 3 years from the date when the punishment is executed or sent back to China;
9. If a citizen is subject to criminal punishment for disturbing the administration of the country (border) or is sent back to China for illegal exit, illegal residence or illegal employment, the exit-entry administration department of the public security organ will not issue an ordinary passport within 6 months to 3 years from the date when the punishment is completed or sent back to China.
Processing materials
1. A recent bareheaded photo and a completed Application Form for China Citizens to Go Abroad for Private Purposes;
2. Resident ID card; During the collection, renewal and replacement of resident identity cards, you can submit a temporary resident identity card and residence booklet and a copy thereof;
Note:
1: Since December 28, 215, citizens are no longer required to submit household registration books for private entry and exit documents. Minors, students, foreign accounts and other specific information can be consulted by telephone, subject to the final reply of the local police.
3. Citizens under the age of 16 should be accompanied by their guardians, and submit their opinions on leaving the country issued by their guardians, their resident identity cards or household registration books, passports and photocopies;
4. State functionaries shall, in accordance with relevant regulations, submit to their work units the certificates of consent to leave the country approved by the competent units or leaders in charge in accordance with the personnel management authority;

5. Other materials that need to be submitted when the exit-entry administration of the public security organ of the provincial local people's government reports to the exit-entry administration of the Ministry of Public Security for examination and approval.
6. The application for ordinary passports by servicemen shall be accepted by the public security organs of the local people's governments at or above the county level. The accepting unit shall request to submit a recent photo of myself and fill in the complete Application Form for China Citizens Going Abroad for Private Purposes, my identity certificate, and the certificate of consent to go abroad issued by the subordinate work unit or the superior competent unit after approval in accordance with the personnel management authority.
Legal basis:
Article 4 of the Labor Law of People's Republic of China (PRC), the employing unit shall arrange employees' holidays during the following festivals according to law:
(1) New Year's Day;
(2) Spring Festival;
(3) International Labor Day;
(4) National Day;
(5) Other holidays as stipulated by laws and regulations.
