1. Introduction Principles
Introduce urgently needed high-level talents, adhere to the employment standards of both ability and political integrity, and adopt examinations and inspections in accordance with the principles of "openness, equality, competition, selection, and application" In a combined manner, the "three disclosures" system of introduction conditions, examination procedures, and examination results will be implemented.
Follow the procedures of introduction plan, introduction announcement, registration, qualification review, examination, physical examination, inspection, public announcement and employment approval.
Second, introduce jobs and number of people
In 2023, our county will publicly introduce 46 high-level talents that are urgently needed by public institutions. For details of the introduced positions, please refer to the "Pingtang County High-level Talent Position Introduction Table for Public Institutions in 2023" (Appendix 1).
3. Introduction objects and application conditions
(1) Introduction objects
Graduates who meet the academic qualifications, majors and other conditions for high-level and urgently needed talent introduction positions, Including graduates with a bachelor's degree or above, excluding entrusted students and directed students.
(2) Introduction conditions
1. Have the nationality of the Chinese people, enjoy the political rights of citizens, abide by the law, love the motherland, have good conduct, and be dedicated to their work;
2. Have the educational level, work ability and qualifications that meet the requirements of the introduced position.
For those who have obtained a doctorate degree or above or a professional title above associate senior level, with the consent of the Pingtang County Open Recruitment (Employment) Leading Group, their age, academic qualifications, and professional requirements may be adjusted accordingly; those who have obtained a master's degree , whose majors are similar to the introduction requirements. After application by the introduction unit and the competent department, and approval by the Pingtang County Open Recruitment (Employment) Leading Group, it is deemed to meet the introduction conditions;
3. Aged over 18 years old ( Those born on or before March 16, 2005) but under the age of 35 (born on or after March 1987); those who have obtained a master's degree or above, intermediate or above professional and technical titles, the age can be relaxed to 40 years old (on or after March 1982) (born later);
4. Four. Registration and Qualification Examination
(1) Registration
Applicants who meet the conditions for introducing high-level urgently needed talents should fill out the "Pingtang County 2023 High-level Urgently Needed Talents Registration Information Form" ( (hereinafter referred to as "Registration Information Form"). Bring the original and copy of your graduation certificate and degree certificate (2023 graduates from full-time colleges and universities must hold the employment recommendation form), the original and copy of your valid resident ID card, and the original and copy of the relevant professional qualification certificate required for the position. Go to the designated location to register with a copy, 3 recent one-inch color photos of the same face without a hat, an electronic registration form for the Ministry of Education academic certificate (2023 graduates will provide an online verification report) and other materials.
To participate in the introduction of high-level, urgently needed talents, in-service personnel must provide proof that the unit, competent department, and comprehensive personnel management department agree to apply, and those who have expired the "Rural Compulsory Education Stage School Teacher Special Post Plan" Provide proof of completion of service at the county (city, district) education bureau and agreement to re-employ.

(2) Qualification review

The examination is conducted in the form of an interview or a professional skills test.

The total test score is 100, and the minimum passing score is 70. Those who fail to reach the passing score will be disqualified from entering the next stage.

The subjects who will enter the next stage (physical examination) will be selected by the expert (examiner) group based on the examination situation.

6. Physical Examination
The physical examination of candidates will be conducted at hospitals above the county level designated by the Pingtang County Public Recruitment (Employment) Leading Group Office. After the physical examination, candidates have questions about the results of the physical examination. Candidates should submit a written application for re-examination within 2 days after receiving the notification of the physical examination results, and the re-examination will be organized with the approval of the county recruitment (employment) leadership group.
Reexamination can only be conducted once, and the results of the physical examination shall be subject to the conclusion of the reexamination.
According to the planned number of job introductions, physical examination objects are determined from high to low according to test scores. Those who give up the physical examination or fail the physical examination will be disqualified from entering the next stage.
For those who fail the physical examination or voluntarily give up the physical examination, the vacant positions will be submitted to the Pingtang County Open Recruitment (Employment) Leading Group for study and decision by the introducing unit or the competent department.
Candidates who take the supplementary physical examination must follow the above-mentioned relevant physical examination procedures.
Physical examination hospitals shall not provide hepatitis B testing services without authorization during the physical examination.
Due to special occupational needs, if hepatitis B items should be tested during physical examination, relevant regulations will apply.
The cost of the physical examination shall be borne by the candidates themselves, and the time for the physical examination will be notified separately.
Seven. Investigation
Candidates who have passed the physical examination are determined to be the subjects of the examination. The examination content mainly includes the candidates' political ideology, moral character, ability and quality, study and work performance, compliance with laws and regulations, integrity and self-discipline, and whether they need to be recused.
During the inspection, it is also necessary to review whether the candidates meet the prescribed qualifications.
The inspection work is uniformly deployed by the county recruitment (employment) leading group, and the specific responsibility is by the introducing unit and its competent department.
The inspection work is supervised by the Discipline Inspection Commission.

8. Publicity and Employment Registration
(1) Publicity
Pass the examination, physical examination and other procedures. Qualified candidates will be identified as candidates for employment and will be publicized for seven working days and subject to social supervision.
If there are reports during the publicity period and it is found that there are serious problems affecting the employment, the employment qualification will be temporarily cancelled. will be verified and a conclusion will be drawn before deciding whether to agree to the employment.
(2) Employment registration
In accordance with the relevant provisions of the "Notice on Further Standardizing the Position Management and Public Recruitment Registration of Public Institutions" (Qianrenshetong [2020] No. 212) , if there is no objection within the publicity period, the employment registration procedures will be handled in accordance with regulations.
The employed person signs a labor contract with the employer.
Doctoral students are not subject to a probationary period, and the rest of the staff are subject to a traineeship system. The probation period for master's degree students is 3 months, and the probation period for undergraduate education is 1 year. Those who pass the assessment after the probationary period will be officially hired. Those who fail the assessment during the probationary period or probationary period will automatically leave their posts before the probationary period. Those who conceal their medical history before employment or whose physical condition does not meet the requirements of the position will be cancelled.
The employed personnel have a service period of 5 years (including probation period), and violators shall bear liability for breach of contract.
Employees should report to work on time.
Except for force majeure, those who fail to report to the employer within the specified time will be disqualified from employment.
Positions vacated by those who are not hired, canceled or waived will not be filled.
Initial training for newly hired personnel will be organized by the County Human Resources and Social Security Bureau.
Salary benefits and related insurance matters are implemented in accordance with relevant national policies (employed graduate students with a master's degree or above are entitled to the treatment of high-level talents in our county according to regulations).
Nine. Discipline supervision
The entire process of introduction is supervised by the Discipline Inspection Commission and the community.
Staff and candidates should strictly abide by relevant rules and regulations. If there are any violations or fraud, once verified, they will be dealt with in accordance with relevant regulations.
10. The public institution introduction examination does not specify examination books.
We do not hold any training courses, nor do we entrust any individual or institution to hold training courses.
11. In the process of introducing high-level and urgently needed talents, please pay close attention to the relevant introduction information published on the Pingtang County People's Government website ().
If candidates fail to read or misread the imported information published on the website, they bear their own risk.
If the introducing unit is unable to contact the candidate due to reasons such as changing the candidate’s contact number, shutting down the phone, transferring the call, not answering the phone, etc., the consequences shall be borne by the candidate himself.
12. If out-of-town candidates go to the corresponding universities to take the registration exam, please consciously abide by the relevant regulations of the universities and pay attention to protecting your own safety.
