There is no crime without criminal law. Crime is a concept, that is, an illegal act constitutes a crime when it reaches a certain level, and how to stipulate this level is determined by the criminal law. Only when the criminal law stipulates certain standards can we measure whether an act is a crime, and at the same time, only when the criminal law stipulates how to deal with such acts can we closely combine criminal law with crime. In this sense, there is no crime without criminal law.
In fact, the crime stipulated in the criminal law is mainly to distinguish the general illegal acts stipulated in the civil law. And the crime in criminal law is also the minimum in legal provisions.
