What are the three kinds of file retention periods?

The storage period of business files can be divided into three types: permanent, long-term and short-term.

The long term is 16 to 50 years. The short-term is below 15 years.

1, permanent

Archives that reflect the main functions and activities of organs and their basic historical features and have long-term use value for organs, national construction and historical research are classified as permanent custody. It mainly includes: the main documents and materials of important party and government meetings held by this organ; Documents and materials on relevant principles, policies, regulations and important business issues issued by this organ; Work reports and summaries of the Party, the Communist Youth League and trade unions; Work summaries, reports, plans, schemes, control figures and statistical statements of the year and above that reflect the main functional activities of the organ; Important special reports and statistics; Documents on institutional evolution and appointment and removal of government leaders; Documents and materials of model workers and advanced workers at or above the provincial level; Handling materials for major issues; Staff and workers, party member roster; Documents related to regional changes and land boundaries; Contracts, agreements and agreements with historical significance and long-term use value; Main documents and materials formed in major foreign affairs activities; Important instructions from leaders at or above the provincial level and letters and visits from the masses with processing results; The main documents and materials that should be implemented and issued by the higher authorities in charge of their own business; The higher authorities shall inspect and check the important documents and audio-visual materials formed by local authorities.

2. Long-term

All documents and materials that reflect the general work activities of this organ and have reference and use value for the long-term work of this organ are classified as long-term custody. It mainly includes: documents and materials on general business issues issued by this organ; The original records formed by various census work; Semi-annual, quarterly and general special work summary and report, appointment and removal of the person in charge of the internal organization; Documents and materials of model workers and advanced workers below the county level; Documents and materials such as recruitment, employment, salary adjustment, grading, retirement, post appointment, job transfer, pension and death of cadres and workers; Letters of introduction and stubs of the administrative, salary and organizational relations of the Party and Youth League where employees are transferred; Proof of handover of property, materials and files; Long-term contracts, agreements, agreements and other documents signed with relevant units at home and abroad; General documents and materials formed in foreign affairs activities; Letters and visits from people with important instructions and processing results from superior leaders or their own organs; Important documents issued by higher authorities and lower authorities, such as the main documents and materials of important meetings held by higher authorities, general documents and materials issued by directly higher authorities that belong to the business director of the authority and need to be implemented, summaries, statistical statements and special reports of major events of the year and above submitted by lower authorities, etc.

3. Short-term

All documents and materials that are of reference value to this organ in a relatively short period of time are classified as short-term custody. It mainly includes: the general documents and materials of this organ; Group meeting minutes and reference documents in important meeting documents, plans and summaries of conference service organizations; Typical materials, representative speech materials and briefings of general professional meetings; Quarterly and monthly plans, schemes, control figures and statistical reports; Contracts, agreements and agreements signed with relevant units at home and abroad with only short-term timeliness; Communication documents negotiated between organs; Letters and visits from people who have not processed the results; Documents and materials issued by superior organs, organs at the same level and non-subordinate organs that do not belong to the business supervisor but should be implemented; Summaries, statistical statements, general special reports and filing materials submitted by subordinate organs below the year.

Article 21 The principles for appraising the preservation value of archives, the standards for the preservation period and the procedures and methods for destroying archives shall be formulated by the national archives department. It is forbidden to tamper with, destroy or forge files. Unauthorized destruction of documents is prohibited.

Twenty-second non-state-owned enterprises, social service institutions and other units and individuals formed files that are of great preservation value to the state and society or should be kept confidential, the file owner should properly keep them. If the storage conditions do not meet the requirements or there are other reasons that may lead to serious damage and insecurity of the archives, the competent department of archives at or above the provincial level may give help, or designate the archives to keep them on their behalf through consultation, and take measures to ensure the integrity and safety of the archives; When necessary, it can be purchased or requisitioned according to law.

The archives listed in the preceding paragraph may be deposited or handed over to the National Archives by the archives owner, and it is strictly forbidden to sell or give them to foreigners or foreign organizations. Those who donate important and precious archives to the state shall be rewarded by the National Archives in accordance with the relevant provisions of the state.
