Enterprises are not public security organs and cannot seize ID cards.
Article 15 of the Resident Identity Card Law of the People's Republic of China When the people's police are performing their duties in accordance with the law, they may check the resident ID card under any of the following circumstances:
(1) Need to check To identify the criminal suspect;
(2) When implementing on-site control in accordance with the law, it is necessary to identify the relevant personnel;
(3) When an emergency situation that seriously endangers social security occurs , it is necessary to find out the identity of the relevant personnel at the scene;
(4) Other situations that require identification according to the law.
If the people's police refuse to check a resident's ID card under one of the circumstances listed in the preceding paragraph, they shall take measures to deal with it in accordance with relevant laws and regulations.
No organization or individual may seize resident identity cards. However, this is excepted when the public security organs implement compulsory residential surveillance measures in accordance with the Criminal Procedure Law of the People's Republic of China. ?
