After examination, it is considered that Liang Moufei's illegal purchase of personal information of various citizens through the Internet violates the provisions of Article 253 of the Criminal Law of People's Republic of China (PRC) and infringes on the personal information of citizens.

The prosecutor suggested that the crime of infringing citizens' personal information should be added to the Criminal Law of People's Republic of China (PRC) in 2009, and such acts as "selling or providing citizens' personal information to others in violation of relevant state regulations, if the circumstances are serious" and "stealing or illegally obtaining citizens' personal information by other means" should be included. Among them, "citizen's personal information" refers to all kinds of information recorded by electronic or other means that can identify the identity of a specific natural person or reflect the activities of a specific natural person alone or in combination with other information, including name, ID number, communication contact information, address, account password, property status, whereabouts and so on.
