How long does it take for a minor to commit the crime of picking quarrels and provoking trouble?

If a minor is over 16 years old, he or she may be given a lighter or reduced punishment than an adult; if a minor under 16 years old commits the crime of picking quarrels and provoking trouble, he shall bear legal responsibility.

Legal basis: Article 17 of the "Criminal Law" stipulates: "A person over the age of 16 who commits a crime shall bear criminal responsibility.
