Article 153 Acts that violate the administration of public security, such as beating others, intentionally hurting, insulting, slandering, falsely accusing and framing, intentionally damaging property, interfering with the normal life of others, invading privacy, illegally invading houses, etc., caused by civil disputes. If the circumstances are minor and one of the following circumstances exists, mediation can be conducted:
(a) disputes between relatives, friends, neighbors, colleagues and students at school due to trivial matters;
(2) The infringing act of the infringer is caused by the prior fault of the infringed;
(3) Other mediation methods that are easier to resolve contradictions.
For a civil dispute that does not constitute a violation of public security administration, the parties concerned shall be informed to apply to a people's court or a people's mediation organization for handling.

Recently, the Pu 'er Municipal Bureau of Justice and the Municipal Public Security Bureau jointly issued a document to start the mode that public security cases are entrusted by public security organs to organize mediation.
The measure stipulates that as long as the facts are clear, the responsibilities are clear, the compensation evidence is sufficient, and both parties voluntarily accept the mediation of the people's mediation organization, and an agreement is reached and fulfilled through mediation, the police station will not punish the violator of public security management;
If a mediation agreement is not reached or is not fulfilled after a mediation agreement is reached, the police station will punish the violator of public security management.
Pu 'er City also requires that people's mediation studios entrusted with handling public security cases should be gradually set up in qualified police stations, and police stations should provide necessary workplaces to try out the early intervention mechanism of people's mediation.
