The case of Gao Moumou, a criminal incidental civil public interest litigation for illegal hunting, filed by the People's Procuratorate of Qishan County, Baoji City, Shaanxi Province, was heard in public in Laohe Village.
The defendant Gao Moumou laid a power grid with thin iron wires without obtaining a hunting license, used electronic inverters (electric cats) to energize the power grid many times at night, and hunted and captured wild animals. A roe deer was dismembered into small pieces and stored in the freezer at home. It was later seized by the public security agency.
After identification, the hunted roe deer belongs to the "three-have" (having important ecological, scientific and social value) terrestrial wild animals. While the Qishan County People's Procuratorate filed a public prosecution with the Qishan County People's Court, it also filed a criminal incidental civil public interest litigation as a public interest litigation prosecutor.
The case was heard in public in Hongshuihe Village, where the county seat of Qishan County is located. The verdict was announced in court. Nearly a hundred people attended the trial. The defendant pleaded guilty and accepted the punishment. By investigating the criminal responsibility of the perpetrator, he was also sentenced to bear the responsibility for destroying the ecology. The resource liability for compensation includes both criminal and civil penalties, and it also makes people aware of the heavy price to pay for committing crimes.
After the trial, the prosecutor carried out a biodiversity law popularization campaign with the theme of "Protect Wild Animals and Enjoy a Better Homeland" by visiting the scene, posting announcements, and distributing brochures. .
