China's public security department is a government department, and its organizational form is basically the same as other government departments. The highest is the Ministry of Public Security, followed by the bureaus directly under the Ministry of Public Security (such as the Public Security Administration of the Ministry of Public Security), the Municipal Public Security Bureau and the Provincial Public Security Department, followed by directly under the authority (such as the Public Security Corps of the Shanghai Public Security Bureau and the Political Department of the Shandong Provincial Public Security Bureau) and prefecture-level public security bureaus (such as the Ningbo Public Security Bureau and sub-provincial cities).
