Zhuang Rushun, male, Han nationality, from Hui'an County, Fujian Province, was born on May 4, 1955. With a university degree, he was formerly the deputy director of the Fujian Provincial Public Security Department and the director of the Fuzhou Municipal Public Security Bureau. In 2003, he was expelled from the party and public office for accepting bribes and abusing his power, and his disciplinary gains were recovered. He was sentenced to death, suspended for two years, deprived of political rights for life, and all personal property was confiscated.

The final judgment upheld the first-instance verdict that sentenced Zhuang Rushun to seven years in prison for taking bribes and abusing power.
