Chapter I General Provisions

Article 1 In order to promote the implementation of talent team construction and scientific and technological innovation, around the modern industrial system of "6+5+6+ 1", adhere to the integration of production and city, talent development, take talent introduction and education as the goal, effectively guarantee the talent demand of "Ten Key Tasks" in our city, and build a scientific, standardized and pragmatic talent classification system. Combined with the actual situation, these rules are formulated.

Article 2 The confirmation of the classification and classification of high-level talents shall be organized and implemented by the Office of the Leading Group for Talent Work of the Municipal Party Committee, which shall adhere to openness, fairness and impartiality, have both ability and political integrity, and highlight the practical contribution orientation.

Article 3 These Provisions shall apply to high-level talents who start businesses and those newly introduced or trained by employers. According to knowledge, ability, performance and actual contribution, Xi's high-level talents are divided into three levels, namely, top talents at home and abroad, national leading talents and local leading talents.

Article 4 These Detailed Rules only classify talents, and those who enjoy Xi's relevant talent support policies shall be implemented according to the corresponding policies.

Chapter II Scope and Conditions

Article 5 The classification targets are mainly high-level talents who have started businesses in Xi since 20 17 1 and have been introduced or newly trained by Xi employers. The application for confirmation shall conform to the corresponding conditions stipulated in the Catalogue of Xi High-level Talents (Annex 1). The employing units in Xi referred to in these Rules refer to enterprises, institutions, social organizations and other economic organizations registered in our city, with independent legal personality and tax revenues paid into the state treasury of our city or district (county).

Article 6 A person applying for confirmation shall meet the following basic conditions:

(a) law-abiding, honest and trustworthy, with good moral quality;

(two) the age should generally be under 60 years old, healthy, outstanding contributions or urgently needed talents, the age conditions can be appropriately relaxed;

(three) full-time introduction or new training, must sign a labor (employment) contract with the employer for more than 3 years and pay social insurance or personal wage income tax in Xi; If you start a business in Xi 'an and apply to be recognized as a top talent at home and abroad, a national leading talent and a local leading talent, the paid-in cash contribution of the established enterprise shall be no less than 5 million yuan, 3 million yuan and 6,543.8+0,000 yuan respectively, and the talent shall be the chairman of the legal representative of the enterprise or a shareholder with more than 30% equity (or the paid-in capital of the top talent at home and abroad shall be no less than 6,543.8+0,000 yuan and be a national leading talent). Flexible introduction, must sign a service agreement with the employer for more than 3 years, and work in Xi employer for not less than 3 months every year. Those who apply for confirmation as high-level talents in the field of enterprise management, in addition to meeting the corresponding standards, must also have an annual income of more than 6 times the average salary of employees in urban units in our city in the previous year or pay personal income tax of more than 80,000 yuan in the previous year; Those who apply for confirmation as local leading talents in the field of enterprise management, in addition to meeting the corresponding standards, must also have an annual income of more than four times the average salary of employees in urban units in our city last year or pay personal income tax of more than 50,000 yuan last year.

Chapter III Compilation and Release of Classified Catalogue of High-level Talents

Article 7 The Talent Office of the Municipal Party Committee shall, according to the city's economic and social development and talent demand, formulate the Xi Classified Catalogue of High-level Talents, make timely adjustments according to the actual situation, and establish a dynamic release mechanism.

Article 8 The procedures for compiling and publishing the classified catalogue of high-level talents are as follows:

(1) After investigation and study, the Talent Office of the Municipal Party Committee extensively solicited opinions from all parties, and worked with the competent departments of various industries and industry associations to study and compile a classified catalogue of high-level talents;

(2) The Talent Office of the Municipal Party Committee calls relevant industry authorities, representatives of industry associations and experts to evaluate and demonstrate the classified catalogue of high-level talents;

(three) the classification catalogue of high-level talents shall be examined and approved by the leading group for talent work of the municipal party committee, and promulgated and implemented by the talent office of the municipal party committee.

Chapter IV Handling Procedures and Required Information

Article 9 The confirmation of high-level talents shall be conducted according to the following procedures:

(1) individual application. Individuals apply to their units, fill in the Application Form for the Recognition of Xi High-level Talents, and provide relevant supporting materials.

(2) preliminary examination. The applicant's unit shall review all the conditions of the applicant, and if it meets the requirements, it shall be submitted to the competent department for preliminary examination together with relevant certification materials after adding recommendation opinions to its application form. High-level talents introduced and trained by municipal enterprises, institutions and social organizations shall be reported to the corresponding municipal administrative department by the unit where the talents belong; High-level talents introduced by non-public enterprises shall be reported to the personnel department of the district, county and development zone where they are located. To reach the corresponding level, the competent department shall make suggestions and report to the municipal talent office.

(3) Examination and approval of publicity. The Talent Office of the Municipal Party Committee organizes a comprehensive review of the candidates, and produces a list of high-level talents, which will be publicized to the public after being studied and determined by the Leading Group for Talent Work of the Municipal Party Committee. The publicity period is 5 working days.

(4) authentication and warehousing. After publicity without objection, the "Confirmation Letter of Xi High-level Talents" will be issued by the Municipal Talent Office. Confirm that talents are included in the city's high-level talent information database in time.

Tenth high-level talent confirmation shall provide the following materials:

(a) the materials to be provided by the full-time introduction and new training personnel

Application Form for Identification of High-level Talents in Xi, identity documents, resignation certificate of the original unit (new talents are not required), labor (employment) contract, social security payment certificate issued by the social security department for more than three months or personal income tax payment record issued by the tax department for more than three months, highest academic degree and degree certificate (academic degree certificate of the Ministry of Education is required for overseas degrees, the same below), and direct proof materials on which the identification of talent level is based.

(2) Flexible introduction of talents requires the provision of materials.

Application Form for the Recognition of Xi High-level Talents, identity documents, service agreements or labor contracts (with clear work tasks or service contents, salary and benefits, the use, ownership and transfer of flexible talents, etc.), the highest academic qualifications and degree certificates, and the direct proof materials on which the talent level is confirmed. Through the establishment of academician expert workstation, postdoctoral workstation (innovation base), key laboratory (engineering technology research center) and other platform carriers, it is necessary to provide relevant certification documents issued by the administrative department at or above the municipal level; If it is not introduced through the platform carrier, it is necessary to provide the basic situation and development plan of technical research, project cooperation and achievement transformation with the employer in Angola, the payment certificate of labor remuneration confirmed by the talent himself, attendance materials or other supporting materials during the service of the talent in Angola.

(C) Entrepreneurial talents need to provide information

The Application Form for the Identification of High-level Talents in Xi, identity certificate, business license, tax payment certificate issued by the tax department of the place where the enterprise is registered for more than 3 months, capital verification report issued by the designated service provider hired by the municipal administrative institution or the publicity report of enterprise credit information, the highest academic degree and degree certificate, and the direct proof materials on which the identification of talent level is based.

Chapter V Evaluation and Management

At the end of each year, the talent office of the Municipal Party Committee takes the lead, and the competent department of talents shall, jointly with the employing unit, assess the achievements, achievements and actual contributions of talents, and report the results to the talent office of the Municipal Party Committee for the record.

Thirteenth employers in the work of talent classification and confirmation of fraud, suspend its qualification for talent classification and confirmation for one year; In case of two similar situations, the application qualification of the unit will be permanently cancelled.

Article 14 In any of the following circumstances, the confirmed talent status shall be cancelled and the relevant treatment services enjoyed by the person shall be terminated:

(1) Leaving Xi or no longer performing the labor contract or service agreement with Xi's employer;

(2) The assessment results are unqualified.

Fifteenth in any of the following circumstances, the confirmed talent identity shall be revoked, the relevant treatment services shall be terminated, and the relevant material treatment enjoyed by me shall be recovered as appropriate:

(a) academic, academic and achievement fraud was investigated and dealt with by the relevant departments;

(2) Providing false materials to defraud high-level talents;

(three) during his tenure, he was examined and investigated by the discipline inspection and supervision department and given a serious warning or above;

(4) being sentenced to punishment during his service.

If the talent status is cancelled due to items (1) and (2), the application for talent confirmation will no longer be accepted.

Chapter VI Supplementary Provisions

Sixteenth the detailed rules for the implementation shall be interpreted by the Municipal Talent Office, and shall be implemented as of the date of issuance, and shall be valid for three years.

Seventeenth for outstanding contributions and achievements, but not included in the scope of high-level talents and talents in urgent need of shortage, can apply for all kinds of talent standards. The Municipal Talent Office will conduct a comprehensive study with the competent department of talent through evaluation and on-the-spot investigation, put forward audit opinions, and report them to the leading group of talent work in the city for approval.

Article 18 The Detailed Rules for the Identification of Class A, B and C Talents in Xi City (No.2 of the Municipal Talent Office [2017]) and its supplementary notice (No.2 of the Municipal Talent Office [20 18] 1) shall be abolished at the same time.
