I think the exam should emphasize the first level and award qualifications at three levels. If you fail the exam three times, you will no longer be able to take the exam. Those who pass the first level are qualified to appear as lawyers before the Supreme Court (Procuratorate, Court). Being a judge or prosecutor can qualify you to serve on the Supreme Court. Those who pass the second time are Level 2 and are qualified to appear as lawyers in the High Court (Provincial Procuratorate, Court). One can qualify to serve in the High Court as a judge or prosecutor. Those who have passed three times are classified as Level 3 and are eligible to appear as lawyers in the Intermediate People's Court (prefecture-level procuratorates and courts). To be a judge or prosecutor, you can qualify to serve in a municipal court. The reason why I say this is because the legal profession requires high IQ, sensitive reflection ability, adaptability, high-speed logical thinking ability and high creativity. Especially for lawyers, the court is like a battlefield, and the enemy will not let you think deeply. Unlike a judge, you can think about it later. Just like the college entrance examination, some high-end majors cannot accept former students, and their IQs are not good either. Even if you pass the exam, you won't make much progress in the future. The author has met some people who have been admitted to college for a few years, and most of them have average results at work. Many people have been bragging about how high their departmental exam scores are, but what I always want to know is how many times he has taken the exam. In my opinion, people who have passed the exam for the first time are better than people who have passed the exam three times. Therefore, the examination must emphasize the first level, and the judicial qualification certificate must be divided into levels (level three). In addition, we call on the state not to lower the difficulty of examinations in order to accommodate those who fail in courts and procuratorates, but to adhere to standards. Saying that there are plans to take the test twice a year is actually lowering the difficulty, which is very undesirable. The law is the last line of defense to safeguard social justice and fairness, so practitioners in the legal profession should have high standards. There are many reasons for the uneven quality of my country's 140,000 lawyers, but one thing is certain, and that is the imperfect judicial examination system. Let’s talk about the number of lawyers first. Every time this issue is mentioned, whether it is the government or society, they always think that China has too few lawyers and should be on an equal footing with European and American countries. This is the result of a serious lack of understanding of China's national conditions and blind learning. This is not a purely utilitarian issue. As far as the United States is concerned, lawyers account for more than 30/10,000 of the population, which is quite a lot. What about us? Probably one in ten thousand. Numerically, we are missing. But in fact we are not less but more. Why do you say that? This is determined by China’s national conditions. China's national conditions are that its economy is underdeveloped and the overall quality of its citizens is relatively low. China's national conditions and China's civilization are different from those of the West. If the economy is underdeveloped, even if people have demands, they will not resolve them through legal means. The quality of the citizens is low, and people's awareness of rights protection, especially the awareness of rights protection through law, is weak. There is also the reason why the country’s legal system is not sound. Since administrative power dominates, people often hope to solve problems through administrative means, such as petitioning. There are still many people in our country who believe from the bottom of their hearts that going to court is a shameful thing and something that creates enemies on both sides of the Taiwan Strait. They will not meet in court unless absolutely necessary. It should be noted that although China has a population of 1.4 billion, due to historical and cultural factors, many disputes are adjusted through moral and administrative means, rather than litigation like in the United Kingdom and the United States, and the law also stipulates that lawyers must be forced to defend. Therefore, the author believes that the proportion of lawyers we have now is high enough. Many lawyers are now unable to make ends meet, which is enough to prove this problem. The author can assert that it will take 100 years for our country's lawyers to reach a high proportion of the population, but even after 100 years, we will not reach the quantitative standards of Americans, because our population base determines that our economic development level will never reach Less than very wealthy standards. Therefore, in order to limit the passing rate of the judicial examination, the system of taking the examination every two years should be restored to reduce the passing rate to a reasonable level.
