Legal analysis: If citizens or enterprises are not satisfied with the handling of an incident and feel that the result is wrong, they can apply for unjust, false and wrong cases. Generally speaking, complaints need to be submitted to the relevant state organs, which will accept them and then make a new ruling. Appeals need to be submitted to the organ at the next higher level of the current trial.
