The state does not clearly stipulate that individuals participating in card playing will be subject to administrative detention, but only authorizes localities to set their own settings. It is a kind of entertainment and a citizen's freedom. It is not restricted by the law. However, if you engage in gambling activities in the name of playing cards, it violates the "Public Security Administration Punishment Law" and you may be fined or detained. If the circumstances are serious, they are suspected of gambling crimes and shall bear criminal responsibility.
Article 70 of the "Public Security Administration Punishment Law" stipulates that those who participate in gambling and the amount is relatively large shall be detained for not more than five days or fined not more than 500 yuan. If the circumstances are serious, the offender shall be detained for not less than 10 days but not more than 15 days, and shall be fined not less than 500 yuan but not more than 3,000 yuan.
