The court should accept the people's surrender, not just tell the people to send people to the public security bureau; After accepting the delivery, Cui should be handed over to the Public Security Bureau; If the Public Security Bureau thinks that it should be detained, it shall take detention measures after approval. At the same time, if Cui is considered to be in compliance with the law and really needs to be arrested, he can report to the procuratorate for approval. In case of emergency, the suspect can be taken to the public security organ first, and then the detention formalities can be handled; If the public security organ fails to approve the application on time, it may apply to the procuratorial organ for reconsideration if it refuses to accept it, but the criminal suspect must be released immediately after receiving the decision of the procuratorial organ not to approve the arrest; The longest detention period is only applicable to fugitives' crimes, combined punishment for several crimes and gang crimes, and Cui is not one of them; At the same time, the procuratorial organ shall make a decision to approve or disapprove the arrest within seven days, that is, before May 23rd. The court has no right to directly decide to approve the arrest of criminal suspects, and the bailiff has no right to execute the arrest decision.
