In order to implement the Law of People's Republic of China (PRC) on the Protection of Oil and Gas Pipelines, further strengthen the safety management and protection of oil and gas pipelines, ensure the safe and stable operation of pipelines, and ensure the safety of people's lives and property and public safety along the line, we hereby put forward the following opinions on earnestly doing a good job in the safety protection of oil and gas pipelines in our city:
The first is to further enhance the sense of responsibility and urgency of oil and gas pipeline protection.
The safety management and protection of oil and gas pipelines is related to the overall economic and social development. It is an important content of adjusting the energy supply structure and building a safe and stable energy security system in our city, and it is also a long-term and arduous task. All regions and relevant departments should further unify their thinking and understanding, intensify their work, establish and improve a long-term management mechanism for oil and gas pipeline protection, completely eliminate potential safety hazards along the pipeline and ensure the safe operation of pipeline facilities.
Two, strengthen the safety of oil and gas pipeline planning, construction, social management and other fields.
Governments at all levels and relevant departments along the oil and gas pipeline should fully consider its impact on the safety of oil and gas pipelines when planning and approving projects, especially construction projects such as houses, roads, bridges, waterways and tree planting. If the new or modified (expanded) construction project involves pipeline safety, relevant departments such as safety supervision and pipeline enterprises should be invited to participate in the project review. For post-construction or reconstruction (expansion) projects that have been approved by relevant government departments but may endanger the safety of oil and gas pipeline facilities, the construction unit shall have a construction plan to ensure the safety of pipeline facilities. After the approval of the competent government department of the county (city, district) where the pipeline is located, it shall be reported to the office of the joint meeting of oil and gas pipeline safety protection (located in the Municipal Public Security Bureau) for the record, and the project construction unit shall bear the relevant expenses and strictly organize the implementation.
Three, strengthen the leadership and coordination of the daily protection of oil and gas pipelines.
Governments at all levels and relevant departments along oil and gas pipelines should strengthen the organization and leadership of the protection of pipeline facilities within their respective jurisdictions in accordance with the principle of territorial management, take effective measures, and promptly organize relevant departments to stop and investigate and deal with acts of embezzlement, destruction, theft, looting of pipeline facilities and other acts endangering the safety of pipeline facilities in accordance with the law, so as to ensure the safe and stable operation of pipeline facilities.
Public security departments at all levels along the pipeline facilities should coordinate and organize relevant units along the pipeline facilities to actively guard against public security and criminal cases that may endanger the safety of pipeline facilities, and do a good job in fire prevention, explosion prevention, theft prevention and sabotage prevention.
Four, oil and gas pipeline enterprises should earnestly fulfill the main responsibility and obligation of pipeline safety production.
Oil and gas pipeline enterprises should submit the approved pipeline direction and coordinates and other relevant information to the office of the joint meeting of the municipal oil and gas pipeline safety protection work and the local government in a timely manner, and timely complete the revised relevant information. When planning and designing new pipelines and demonstrating pipeline layout, pipeline enterprises shall invite local public security, development and reform, safety supervision, quality supervision and other relevant departments to participate in accordance with the requirements of "three simultaneities" of construction projects.
Oil and gas pipeline enterprises shall be responsible for the safe operation of pipeline facilities, establish scientific safety production rules and regulations and internal safety production management systems, and strictly fulfill all enterprise obligations stipulated in the Law of People's Republic of China (PRC) on the Protection of Oil and Gas Pipelines; It is necessary to complete the standardization and effective setting of safety warning signs along oil and gas pipelines in time, and actively cooperate with governments at all levels to publicize and educate the people along the pipelines; It is necessary to establish necessary emergency mechanisms, formulate emergency plans, and often organize drills; It is necessary to equip with sufficient patrol force, carefully patrol the line, accurately grasp the dynamics along the pipeline, find problems in time and properly handle them. Major cases should be reported to the local government departments and the office of the joint meeting of the municipal oil and gas pipeline safety protection work quickly, and actively cooperate with the government departments to rectify the existing problems.
Five, increase the publicity of oil and gas pipeline safety protection work.
Governments at all levels and relevant departments along the pipeline should strengthen publicity and education on the safety protection of pipeline facilities for the people along the pipeline, raise their awareness of the importance of oil and gas pipeline safety and the risk knowledge of illegal activities, strengthen their awareness of oil and gas pipeline safety protection, and strive to create a strong atmosphere for protecting the safety of oil and gas pipelines with the participation of the masses and wide support from the whole society.
Six, improve the city and county (city, district) oil and gas pipeline protection joint meeting system, to further implement the responsibility of oil and gas pipeline protection.
In order to further strengthen the organization and leadership of the safety protection of oil and gas pipelines in our city, and form a work pattern in which the government is unified in leadership, all departments perform their duties, relevant parties pay close attention to management, comprehensive management, and treat both the symptoms and root causes, led by the Municipal Public Security Bureau, and the Municipal Development and Reform Commission, Land and Resources Bureau, Construction Bureau, Planning Bureau, Transportation Bureau, Water Resources Bureau, Agriculture Bureau, Forestry Bureau, Environmental Protection Bureau, Safety Supervision Bureau, Quality Supervision Bureau, Fire Brigade and other departments, The governments of Wucheng District, Jindong District, Lanxi City, Dongyang City, Yiwu City, Yongkang City, Pujiang County, Wuyi County and other counties (cities, districts), the national joint conference system for oil and gas pipeline safety protection, the Zhejiang Management Office of West-East Gas Pipeline Company, Zhejiang Shaoyong Jinqu Pipeline Storage and Transportation Branch of Sinopec and Zhejiang Jinqu Natural Gas Co., Ltd., make overall planning, guidance and supervision of the city's oil and gas pipeline safety protection work. Relevant counties (cities, districts) should formulate and improve the joint meeting system of oil and gas pipeline safety protection in their respective jurisdictions, and report to the office of the joint meeting of oil and gas pipeline safety protection in the city for the record.
Yangxin County Public Security Bureau makes every effort to ensure that the public order of oil and gas pipeline production continues to be stable.
Since the beginning of this year, the Public Security Bureau of Yangxin County, Binzhou City, Shandong Province, in accordance with the policy of "comprehensive prevention, key strikes, comprehensive management, and nip in the bud", has focused on key points and continuously increased the safety protection of the 9.8-kilometer Sinopec oil pipeline in the east, and achieved remarkable results. First, leaders attach great importance to it. The county party committee and government attach great importance to the safety protection of oil pipelines, and have listened to the work reports of public security organs for many times and given clear instructions. At the beginning of the year, according to the needs of work, the county-wide joint meeting system for oil and gas fields and oil and gas pipelines was adjusted, and the county-wide leading group for oil and gas fields and oil and gas pipelines was established, with the county government office, comprehensive management office, public security bureau and other 12 departments as members. The funds for the safety protection of oil and gas fields and oil and gas pipelines are included in the county fiscal expenditure budget year by year, and the security is constantly increasing. Yangxin County has formulated the detailed rules of rewards and punishments for the protection of oil pipelines, and gradually formed a working mechanism and pattern of unified leadership by the government, responsibilities of all departments, comprehensive management, and tackling both the symptoms and root causes, which provided a strong organizational and logistical support for the safety protection of oil and gas fields and oil and gas pipelines.
The second is to strengthen comprehensive prevention. The county public security bureau has formed a new pattern of "civil air defense, physical defense and technical defense" in the work of preventing drilling and stealing oil. First, based on the establishment of a full-time patrol team of six people in the only shop police station responsible for oil pipeline patrol in the county, the village-level oil pipeline patrol team of 1 1 along the oil pipeline was established, and 22 information officers were secretly deployed in the village of 1 1 along the oil pipeline, thus realizing prevention and treatment by groups; Second, all the villages along the oil pipeline 1 1 set up report boxes, publicly reported telephone numbers, and promised to give a cash reward of 654.38 million yuan for reporting oil-related crimes; Third, increase investment in science and technology, install and deploy 1 1 high-definition video surveillance heads in key parts such as oil pipelines and road entrances and exits, build a sub-control center in the police station, connect three bayonets and two billiards machines arranged by the county bureau around the jurisdiction to our sub-control center, establish an intelligence information research room, and build a "safe oil zone" project. At work, the police are organized to conduct video patrols, conduct 24-hour all-round control of oil pipelines, lock vehicles that are not in normal access, track and alarm vehicle license plates, strengthen information research and man-machine interaction, and lock targets. After that, the police on duty quickly called the police, attacked separately, contained the suspected vehicle and arrested the suspect.
The third is to form a joint effort. The county public security bureau gave full play to the functions of the inter-county joint conference office, organized regular meetings of liaison officers of the joint conference office for many times, made special studies on related work, and established a "four-in-one" pipeline security mechanism of politics, enterprises, police and people, which promoted the in-depth development of security work as a whole. Actively strive for the support of the party Committee and government in the work, and set up a leading group for disposal work, with the Standing Committee of the County Party Committee and the Secretary of the Political and Legal Committee as the team leader and the county magistrate as the deputy team leader. Comprehensive management, industry and commerce, environmental protection, oil district office, Dianzhen Party Committee and government and other departments and units give full play to their own advantages, cooperate closely, work together, go deep into the front line, do a good job in mass work, pay attention to protecting the interests of the masses, and fully guarantee the pipeline protection work this year.
The fourth is to strengthen the propaganda offensive. In our work, we should stick to propaganda first and pay attention to making good use of this powerful weapon. With the help of news media, "safety megaphone", large-scale visits by police, large gatherings and other effective forms, the spirit of national laws and regulations such as the Law on the Safety Protection of Oil and Gas Pipelines, the Criminal Law, the Notice of the County Government on Banning the "Three Small" and the Notice on Strengthening the Management of Oil Wells and Oil and Gas Pipelines in China were widely publicized. At the same time, make full use of the characteristics of mobile police room and complete equipment. Carry out publicity and education in key villages and key areas in a focused and targeted manner to lay a good foundation for the long-term stability of oil pipelines. Up to now, * * * has distributed more than 2000 copies of publicity materials 10000, posted more than 2000 copies of notices and sprayed more than 20 updated slogans, thus forming a good situation for the masses to participate in and support pipeline protection.
The fifth is to strengthen key strikes. In order to open the situation, always maintain a high-pressure situation. It has always been an important task to quickly detect cases and severely punish criminals who steal oil by punching holes. Special actions have been carried out successively, such as "deratization action", "banning illegal oil-related factories", "safety inspection of oil and gas fields" and "eliminating black dens of oil rats", which have continuously intensified the crackdown and demonstrated the determination of public security organs to protect pipeline safety. Last year, only the store police station destroyed six oil-stealing gangs and arrested criminals 16. Six of them were sentenced, which dealt a heavy blow to the arrogance of oil thieves and severely punished them by law, creating an atmosphere of "oil thieves dare not come, dare not commit crimes when they come, and can't run away after committing crimes".
