Legal analysis: the township government belongs to the state administrative organs. At present, the local administrative levels in China are mostly four levels, namely, provincial, prefectural, county and township levels. The township government is the most basic state administrative organ, exercising the administrative functions of its own administrative region. The main duties include: (1) to implement the resolutions of the people's congresses at the township level and the decisions and orders of the state administrative organs at higher levels.
