Seek the story of "a small hole will suffer if it is not filled"

What my friend upstairs said is a little insufficient. I add that this sentence is about modesty and prudence. Don't listen to the old man, you will suffer. Want to be a good person, ask people; Don't respond to three old people, there must be something wrong. The meaning of is almost the same.

Don't fill a small hole. Suffering from a big hole is a metaphor for not correcting small shortcomings, and making a big mistake will hurt yourself. A hole, a loophole; Suffer hardships, suffer losses, be punished, and be rewarded.

Run amok and do nothing.

There are many reasons among the people, such as: "Small holes don't make up big holes and suffer"; "The fence is too tight for wild dogs to get in." In fact, our management is magnified from the simplest truth.

There are always amazing words in the news every day. Maybe the country is big, good and bad. Listening to good words has lost its excitement; I heard a lot of bad things, but I could only shake my head except anger. Sometimes when chatting with friends, I often say, "Nowadays people really dare to do anything! This rarely happened in the past. It stands to reason that the current law is much more sound than in the past! " A word can always make people deep in thought. During the war, people often said, "cowardice won't get the position of general." Learning art often says: "Art is high and bold." Nowadays, I often hear: "Getting rich depends on Bo!" But the old saying goes, "A gentleman loves money and takes it wisely." There should be courage in this "Tao" Courage is a good thing, but it can also become a bad thing. This is the dialectical relationship. Now there are many bold people in our society who don't even blink at things that endanger the people. Sometimes I think: How can society be like this? For example, a few days ago, salted eggs with red hearts were found in other places and dyed red with "Sudan Red", which made people feel a little strange. Last year, the Chili sauce incident in the newspaper caused a heated discussion. Everyone knows that "Sudan Red" has a strong carcinogenic effect, which makes people shudder. Forget the past. How did it happen again this year? Therefore, I can't help but whisper: "These unscrupulous businessmen are too courageous and take human life seriously, just like child's play." The salted eggs of hearts are not flat, but the eggs of hearts are stirred. China used to like red, but now she turns pale at the sight of it. I don't know how many red foods will get their hands on "Sudan Red". How did all this happen? There is an old saying now: a businessman is a traitor! Isn't the law strict enough? It's not true! The Food Safety Law is there, and people who do business must have studied it, otherwise they won't even get a business license. In a word, they are driven by interests and their conscience is blackened. Generally speaking, all reckless acts that disregard the law are related to interests! Behind the audacity is a weak sense of law, which also shows that our laws may be too light in some fields. Everyone knows that selling 50 grams of drugs can be sentenced to death, which can be said to be more severe in the world. I thought: How many people can 50 grams of drugs harm? Moreover, these people are willing to taste, one to buy and one to sell. Of course, the consequences of this behavior are their own. For example, the "Sudan Red" incident, knowing that it is harmful to people, deliberately did it, which is equivalent to poisoning the food. Ordinary people spend money on drugs, but they don't know it. Not "strange big heads", but they also buried hidden dangers in their bodies. Maybe the law enforcement department just fined it, closed the factory for rectification, and then they went back to their old jobs. Therefore, such things are not uncommon and emerge one after another. It can be seen that a light sentence for such a big matter is harmful to the orderly development of the market and harms the legitimate interests of unscrupulous businesses. The Sudan Red incident has deepened consumers' concerns about food safety. An online food safety survey shows that as many as 95.37% of consumers think that food in China is unsafe, and 79.33% of consumers begin to doubt the food safety of famous brands. Eating used to be a pleasure, but now it is full of troubles. Frequent problems in the food market have undoubtedly exposed huge loopholes in supervision. There are nearly ten "mothers-in-law" in food safety management: agriculture, quality supervision, health, industry and commerce, commerce, drug administration, urban management, entry-exit inspection and quarantine, education and construction. However, ten mother-in-law can't manage a meal for the people. These should cooperate with each other, and the functional departments responsible for the table safety of the people cross-enforce the law, act in their own ways, and pass the buck when problems arise. No one can tell how big the "gap" of this regulatory chain is. Things happened, and law enforcement agencies rushed to the streets like firefighting, and the cover was flying all over the sky. It's so angry and funny! There is a thought behind the joke: What did you do early? Do you shop in the street? As the saying goes: nip in the bud! You are responsible for supervising the food. With the people's wages, we must do things for the people. Are all food enterprises involved in the production process? Have all the foods entering the market been inspected? I'm afraid I didn't do it? Doing nothing is administrative inaction! Considering that food safety is an act that needs long-term supervision, a slight omission will cause great public safety incidents. Some time ago, Shanghai ate pork and there was a collective poisoning incident. The culprit is clenbuterol. We said: people who do such things will definitely have people who don't! This kind of thing has also aroused many associations of the author. There are so many corrupt officials now, which is really bold. Most corrupt officials are educated by the Party. They need to know more about jurisprudence than ordinary people, but everything they do can be copied. However, corrupt officials still happen frequently, and their actions are unknown? Petty theft can hide people's eyes and ears, and eating and drinking is not too much. However, for example, tens of billions of "social security fund cases" in Shanghai are circulating. What is the audit department doing? It's only been a few years now. If it's the first thing, where is it? If you can make people who do things in the world tremble with fear, you will see people who don't do things.

The biggest problem in education is to respect people.

Although the country has been open for 30 years, the faculty structure of China University has become more and more complicated. If you know a little about the market of western universities, you will know the rationalization of the western university system in general. The bigger the western universities are, the simpler, more reasonable and more transparent their structures are. Western universities generally have three or even two levels. Now we have four or even five grades. In fact, if there is one more layer, the efficiency will be greatly reduced and the bureaucracy will be more serious. In Germany, colleges are generally virtual and departments are real; In the United States, although in a comprehensive university with a college of arts and sciences, the college is an entity administrative unit, but its role here is very different, such as being responsible for the teaching of all undergraduates. Generally speaking, the department is a basic and independent academic unit with academic freedom and can discuss various issues. There was a reform in France, in which all universities were demolished and reorganized by departments to form a new university, and the new university can still operate without being affected. This example shows that as an independent basic academic unit, the role of the department is very important. At present, there is a trend in domestic universities, either to expand colleges, or to upgrade departments to colleges, or to blur the original departments-and in the field of basic disciplines, blurring departments is a big problem. Therefore, the more China University reforms, the more internal management levels. There are five levels from teaching and research section, department, college, department to university. Some of our current reforms can be said to be developing in a more unreasonable direction. Of course, there are some reasonable reforms, such as the improvement of teachers' income, but there are still many things that the school can do, and no one wants to do it. For example, how to provide better auxiliary services for professors so that they can avoid trivial things. The key to many things is how to break through the train of thought. Under such a system, why should we turn the university into a subordinate unit of an administrative agency? Since the country is a country ruled by law, universities can be managed mainly through the legal system. The university is already a legal person, so let it become a real legal person. Due to the evolution of history, since 1950s, education in China has been in an absolute monopoly position, which is not only the sameness of school-running system and management system, but also the strict control of educational ideas and teaching contents by the government. In 2003, the Ministry of Education announced that the national unreasonable education fee data was 850 million, which is obviously very narrow. It is understood that at the grassroots level, key primary and secondary schools at all levels are forced to collect school selection fees and sponsorship fees in the name of "voluntary" every year, involving only billions of fees. The senior high school entrance examination is the largest and most direct source of financial resources for all levels and types of education systems. In this process, the examination fee, information fee and examination paper fee charged to each student range from tens of yuan to hundreds of yuan, which is not an incalculable amount. In essence, education is the basis of national operation based on tax supply and the consumer terminal with the country as the main body. Its contribution to society is achieved indirectly by improving people's quality and social productivity, and it is not necessary to increase finance by directly creating benefits. Many people have repeatedly stressed that the special reality of China as a developing country is that poor countries run large-scale education and the national education funds are in short supply. Does it imply that the rights of some vulnerable groups must be sacrificed? Public education should be national education. Every public school should be "state-run", and only the state can train citizens. There are many contents of national education, including national honor, legal awareness, citizens' rights, obligations and responsibilities, etc. The primary duty of education should be to cultivate citizens. In a modern society, a civilized country, the fruits of social progress should be enjoyed by the public, and education can be used by the whole people to benefit the country. Education is not the product of privilege, especially it should not be dominated by unequal consciousness and interest mentality such as identity discrimination and household registration discrimination. First of all, we must ensure the supply, and then provide the choice. Changing the allocation of educational resources is one of the effective breakthroughs in China's educational reform. Only by establishing public finance at least at the provincial level and realizing the overall balance of educational financial allocation can real civic education or national education be produced. There are many problems exposed in education in the 1990s, such as college entrance examination system, exam-oriented education, and exaggeration in the merger of colleges and universities. However, the most serious problems are three interrelated and interactive problems: educational concept and system, educational injustice and unprecedented educational corruption. In the past, the unfair distribution of educational resources was mainly manifested in the huge gap between urban and rural compulsory education, but it was comprehensively and profoundly reflected in all stages and links of education in the 1990 s. If the huge gap between urban and rural compulsory education in the past was limited by national strength, then the overall educational injustice in the 1990s was presupposed and strengthened by some policies and systems. A few years ago, most junior one students in a middle school marked "X" on the judgment question of "China has achieved nine-year compulsory education at present". The negative judgment on children who talk nonsense is thought-provoking. What people have to question morally is the multiple injustices to the children of the bottom class, especially the children of farmers and migrant workers, which are preset in the compulsory education stage. First of all, the lack of financial support for rural areas actually leaves the responsibility of providing compulsory education for rural children to farmers themselves, who have already borne a heavy burden, and have been collecting more and more taxes in the past decade, or pushed them to the Hope Project. In addition, whether in urban or rural areas, the high fees inconsistent with the nature of compulsory education have turned the right to receive compulsory education into a commodity that can be exchanged with money, which has led to a large number of school-age children dropping out of school and actually excluded them from school. What's worse, the soaring barriers between urban and rural areas and discrimination in household registration make migrant workers who go to cities to make a living unable to pay the ridiculously high "sponsorship fee", and their children will not go to school. Vegetable farmers who came to Shenzhen from Hailufeng once asked the Shenzhen Municipal Education Commission to help solve the problem of their children's enrollment. The answer of "public servant" turned out to be "we have no obligation to solve it. In recent ten years, intellectuals exposed to various temptations are impetuous, and few people can sit on the academic bench. It is almost inevitable that many people take the shortcut of plagiarism under the dual drive of material desire and fame and fortune, but for those who are used to the system of plagiarism or repetition as the normal state, this road can be described as familiar. If so, it is not surprising that such scandals have emerged one after another in recent years. But the reason why this problem is institutional is not only because it is frequent, but also because those who commit this evil deed, if they are prominent in the current system and occupy important positions, will always be protected by the organization after being exposed. A few years ago, a famous academic officer copied foreigners, and his status remained unchanged. What is the biggest problem in education at present? The biggest problem of education in China is the lack of basic respect for people. Coal mines keep exploding and people keep dying, and mine owners have contributed to such disasters one after another. Have they ever been sympathetic? So many ruthless killers have killed dozens and dozens of lives; So many enterprises discharge toxic sewage, causing so many people to die of terminal diseases such as cancer; How many government officials are indifferent to people's lives and sufferings, etc., you can see it on websites and newspapers, which is shocking. These people all graduated from our primary school, middle school or university! However, in their minds, there is no basic concept of respecting people. Think again about Confucius' thought of "benevolent love"-this can be generalized! From primary school to university, should students be trained to establish an idea: unconditional respect for people? I think this is the biggest problem in our education. We talk about patriotism, but we don't even have the most basic respect for our compatriots. Where does patriotism start? Therefore, from the first grade of primary school, we must cultivate the concept of respecting people. The most important thing is not to distinguish between good people and bad people first, but to have basic respect for people. You don't have to do good deeds and help others, but you have to respect others; Protecting yourself is naturally right and important, but it is not contradictory to being kind and respectful to others. Respect people unconditionally, which is the most basic. Our educational requirements are too high and our standards of behavior are too low. So we can make a simple conclusion that the reform of the university system, whether it is the reform of the teacher system, the reform of the management system or the reform of the student system, has a basic purpose, a basic principle and a fundamental foundation, which is to respect people.

13 The judge of Wuhan Intermediate People's Court was suspected of accepting bribes and perverting the law; Many judges of Yichang Intermediate People's Court were suspected of accepting bribes from lawyers and dividing the "sponsorship fee" privately. These cases of corruption of judges caused a strong shock in society. Therefore, the Supreme People's Court and the Ministry of Justice jointly issued "Several Provisions on Standardizing the Relationship between Judges and Lawyers and Maintaining Judicial Justice". The wording of this clause is harsh, and the full text uses 25 "no" and 13 "should" to regulate the behavior of lawyers and judges in detail.

As judges with judicial power and executive power, why do judges who are familiar with the law collectively accept bribes from lawyers? I think there may be the following reasons.

First, a few judges have low professional ethics and poor sense of integrity. These judges believe that due to frequent contact with lawyers in their work, they adopted and took care of lawyers' opinions in handling cases, introduced cases to lawyers, and accepted lawyers' meals and property to enhance their feelings and facilitate their future work. No big deal. So is the social atmosphere. Therefore, these judges will "rent-seeking" their own judicial power and administrative power. As for the professional ethics of judges, the Supreme People's Court's relevant regulations on judges can be completely forgotten. Of course, it does not rule out the wrong psychology of a few judges, that is, lawyers invite him to dinner and give him gifts to make him "mix well." And you refuse to eat and give gifts, which is "prude".

Second, the treatment of judges is poor. A few judges take the risk of being punished, dismissed from public office or even assuming criminal responsibility. One of the important reasons is the lack of money. As a person with legal education, he can't help but know that this is forbidden by his profession. However, it is undeniable that the treatment of judges in most parts of China is still relatively low. Compared with other executives, their income is in the lower-middle level. As far as the judge's hard mental and physical labor expenditure is concerned, his income and treatment cannot be directly proportional to it. Some relatives of judges are unemployed, while others are laid off. Once you get married and have children, support the elderly and have young children, you suddenly feel your head raised in front of the material world. Coupled with the corrosion of a few unscrupulous lawyers, it naturally "goes into the water". Although there is a risk of being investigated, I always hold the luck that "heaven knows the earth, you know me" will not be discovered by others. In real life, a judge once said, "If my income is high, who will eat and take other people's things?" This is what I say from the bottom of my heart, and it makes sense.

Third, the relaxation of team management. The reason why judges accept lawyers' food and property is not unrelated to the lax management of judges by the court. As a management organ, it should be said that a few judges are "well aware" of violations of law and discipline, and non-judges occasionally do it. However, sometimes there is no conclusive evidence, and sometimes due to the feelings, they generally do not take the initiative to investigate. Although it is necessary to investigate the judge's violation of law and discipline reported by the parties or outsiders, it is often superficial in order to "protect" cadres. Or roll with the punches, roll with the punches. It seems that this did protect cadres for a period of time, but it actually condoned and hurt cadres. Everyone knows the truth that "a small hole can't be mended, but a big hole will suffer" and "a levee of a thousand miles collapses in an ant nest". If this continues, it can only be that judges who violate the law and discipline are fearless and worse than before. Although there seems to be no problem in the construction and management of judges, there is actually a serious crisis lurking. Without warning education and clean government education, problems will occur sooner or later.

Looking back, solving the problem of judges accepting bribes from lawyers is nothing more than looking for countermeasures for the above reasons.

Countermeasures:

First, a few judges have low professional ethics and poor sense of integrity. These judges believe that due to frequent contact with lawyers in their work, they adopted and took care of lawyers' opinions in handling cases, introduced cases to lawyers, and accepted lawyers' meals and property to enhance their feelings and facilitate their future work. Without warning education and clean government education, problems will occur sooner or later.

Looking back, solving the problem of judges accepting bribes from lawyers is nothing more than looking for countermeasures for the above reasons. The author believes that it can be carried out from the following three aspects.

First, strengthen the education of ideological organization and professional ethics, strengthen the education of outlook on life, ideals and beliefs, establish a correct view of judges' rights, outlook on life and values, enhance judges' professional awareness and integrity awareness, maintain the awareness of hard work and thrift, and consciously resist the temptation of material things.

Second, improve the treatment of judges within the scope of their functions and powers. Local people's governments and judges' administrative organs should implement "preferential treatment for police officers", effectively solve the difficulties in the work and life of judges and their relatives, and let judges feel at ease and be enthusiastic about trial execution. At the same time, judges should also realize that only through their own efforts can they create conditions and win the attention and support of higher authorities and local people's governments.

Three, the judge management organs should strengthen the management of judges. We know that "strictness leads to love, looseness leads to harm, and failure to teach leads to healing." Judges are ordinary people, and they change all the time. The court should not only strengthen the system construction, but also implement the system. If we just write the discipline and system on paper and stick it on the wall, but don't put it into practice, it can only be "Ye Gong Long Hao". In the end, it is often our courts and judges who suffer. Many judges in Wuhan Intermediate People's Court and Yichang Intermediate People's Court accepted bribes from lawyers, perverted the law and finally committed crimes, which has sounded the alarm for us. Our judges can't go down this wrong path.
