Article 23 Education administrative departments, schools, kindergartens and trusteeship centers shall, according to the needs, formulate emergency plans to deal with various disasters, infectious diseases, food poisoning, accidental injuries and other emergencies, equip them with corresponding facilities, carry out necessary drills, and enhance minors' awareness and ability of self-protection. Article 33 The State shall take measures to prevent minors from indulging in the Internet. Article 34 It is forbidden for any organization or individual to produce or sell, lease or otherwise disseminate obscene, violent, murderous, horrible, gambling and other books, newspapers, audio-visual products, electronic publications and online information that are harmful to minors. Article 35 The production and sale of food, medicines, toys, utensils and amusement facilities for minors shall conform to national standards or industrial standards, and shall not endanger the safety and health of minors; Need to indicate the matters needing attention, should be marked in a prominent position. Forty-third people's governments at or above the county level and their civil affairs departments shall, according to the needs, set up rescue places to help vagrants and beggars and other minors who have no livelihood, and bear the responsibility of temporary guardianship; The public security department or other relevant departments shall escort vagrants and beggars or minors who have run away from home to rescue places, give them assistance and proper care, and promptly notify their parents or other guardians to reclaim them. Orphans, minors who can't find their parents or other guardians, and other minors who have no life, are taken in and raised by the child welfare institutions established by the civil affairs departments. Juvenile relief organizations, child welfare institutions and their staff shall perform their duties according to law, and shall not abuse or discriminate against minors, nor seek benefits in handling the work of taking in and raising minors. Forty-fourth health departments and schools should provide health care and nutrition guidance for minors, provide necessary health care conditions, and do a good job in disease prevention. The health department should do a good job in children's vaccination, and the national immunization program vaccine is free of charge; Actively prevent and control common and frequently-occurring diseases in children, strengthen supervision and management of the prevention and control of infectious diseases, and strengthen professional guidance, supervision and inspection of health care in kindergartens and nurseries. Article 45 Local people's governments at all levels should actively develop child care services, run nurseries and kindergartens well, and support social organizations and individuals to set up nursing rooms, nurseries and kindergartens according to law. People's governments at all levels and relevant departments should take various forms to train and train nurses and nursing educators to improve their professional ethics and professional ability. Article 46 The state protects the intellectual achievements and the right of honor of minors from infringement according to law. Forty-seventh minors who have completed the compulsory education for a specified number of years and will not continue their studies, the relevant government departments, social organizations, enterprises and institutions shall, according to the actual situation, provide them with vocational education to create conditions for their employment. Forty-eighth residents' committees and villagers' committees shall assist the relevant departments in educating and rescuing minors who commit crimes, and prevent and stop criminal acts that infringe upon the legitimate rights and interests of minors. Forty-ninth minors' legitimate rights and interests are infringed, the infringed person and his guardian or other organizations and individuals have the right to complain to the relevant departments, and the relevant departments shall promptly deal with them according to law.
