Zhou's experience

Zhou, who is in his forties, returned from working in Liangping and recalled his humiliating experience to our reporter at Longtousi coach station.

During 1998, Zhou worked in Banan District Rural Management Station (hereinafter referred to as Agricultural Economic Station). At that time, I failed to buy the employee welfare room of the unit, so I wrote to the District Commission for Discipline Inspection, reported the leadership of the unit, and insulted the leadership in the letter. "The leaders he reported were Tang Ruxue, the former stationmaster of the Agricultural Economics Station, Liu Guantang, deputy director of the District Agricultural Bureau, and Jiang Guangxi, director of the District Agricultural Office." Yesterday, Liu, former director of the Agriculture Bureau of Banan District, told reporters that in May of that year, three insulted leaders filed criminal proceedings against themselves in Banan District Court, thinking that Zhou was slandering them and demanding that Zhou be investigated for criminal responsibility, but later they all withdrew their private prosecutions. Zhou said that after being locked in a mental hospital, what he missed most was his family in Zhongxian County. A few days later, he met He Deming, a worker who was repairing flower beds in the hospital yard, and wrote a note for him to quietly take to his friend Zhong Qicai who lives near the hospital, hoping that Zhong could call his parents and ask him to come and save him.

Yesterday, Zhong Qicai's wife, Ms. Hu, recalled that after receiving Zhou's letter for help, they immediately reported it to Zhou's parents. Later, Zhou's parents and younger brother rushed to the hospital to visit him. 199965438+1On October 5th, Zhou's younger brother and Banan Agriculture Bureau agreed to transfer him to Zhongxian for treatment for the convenience of relatives. The next day, the Agriculture Bureau of Banan District and the Agricultural Economic Station sent someone to send Zhou to the Three Gorges Hospital (mental hospital) in Zhongxian County, Chongqing. After being admitted to the hospital for diagnosis, the result was still that he had paranoid mental disorder. 1Feb. 26th, 999, entrusted by the relevant units, Zhou was sent to the Forensic Technical Appraisal Center of West China University of Medical Sciences for identification. The appraisal results show that there is "no definite evidence of mental illness" for Zhou.

1 March 9991day, discharged from Chongqing Three Gorges Hospital on Monday. Up to now, I can still clearly recall the day when Zhou was discharged from the hospital. He said that his parents and younger brother saw him in the hospital that morning. Although they were in tears, they restrained their emotions and did not shed a tear. All he can think about is how to get justice for himself. Zhou said that from being forcibly imprisoned in a mental hospital at that time to being released from the hospital and regaining his freedom, he was kept in the hospital for 93 days except for the time of identification. After regaining his freedom, Zhou handed over the original appraisal report of West China University of Medical Sciences to the former Banan Agricultural Bureau and Chongqing Three Gorges Hospital.

"I didn't expect that they still didn't believe the appraisal results and sent people to arrest me." Zhou said that when he learned that he was going to be arrested again, he immediately fled from Zhongxian to Shizhu, and then went to Fengdu and Fuling, where he stayed for five days.

"My mother's daily task is to borrow money from relatives and friends. My daily task is to find a way to escape in case they catch me and then send me back to a mental hospital. " Zhou said that he kept in touch with his mother by pager at that time. Yesterday, Zhou's 73-year-old mother Peng told reporters that she had borrowed at least 654.38 million yuan for her son over the years.

It is understood that on the way to escape, with amazing perseverance, Zhou sent a telegram instead of writing a letter, constantly reporting the situation to the Supreme People's Procuratorate, the Supreme People's Court and other units. "Generally, it takes more than 2,000 words to send a telegram, and the telegram fee is several hundred yuan."

Finally, Zhou's situation attracted great attention from the Supreme People's Procuratorate, Chongqing Procuratorate, Chongqing High Court and Banan District Procuratorate. Zhou finally won the case and received economic compensation including salary of about 6.5438+0.5 million yuan.

In 2009, Zhou returned to his original unit and began to work, continuing to face his former employees every day. Yesterday, a colleague surnamed Liu said "these things are hard to say" when talking about Zhou's situation. The words were full of sympathy for Zhou.
